The Local Highway Technical Assistance Council (LHTAC) was established under Chapter 24, Title 40, Idaho Code in 1994. LHTAC connects Local Highway Jurisdictions in Idaho with available resources for maintenance and construction of Idaho’s Local Highway System in the most efficient and effective manner possible. It is our mission to advocate, support and train. We work hard to always represent Local Highway Jurisdictions’ best interest, deliver the highest quality assistance, and provide information and educational courses to every Local Highway Jurisdiction in Idaho.

Exciting things are happening with the Horseshoe Bend Bridge (Boise Street)! While this historic structure is making way for a new crossing, its legacy will live on in two meaningful ways: A Walking Path in Star: One of the trusses will be repurposed to enhance the Freedom Park walking path in Star, providing a scenic and functional addition to the community. (Available this spring!) A Historic Landmark in Horseshoe Bend: The other truss will be placed in the city park as a tribute to the bridge’s history, complete with a commemorative sign. Project Timeline: The new bridge is estimated for completion in the Summer of 2026, ensuring improved infrastructure while preserving a piece of Idaho’s history. After nearly 100 days, the outside southbound lane of the 10th Avenue Overpass is officially open to traffic again! The closure was necessary after inspectors discovered a severely damaged girder supporting the bridge over the railroad tracks. The emergency repair process took time due to: · Designing an effective long-term solution · Coordinating with Union Pacific Railroad · Installing shoring beneath the bridge ·?Ordering and receiving specialized repair components It was an honor to support the City of Caldwell in the emergency repair through the Leading Idaho Local Bridge Program. Without these repairs, this could have led to major challenges in damage and regional traffic disruption.
