News Release: Leesburg Police Department Welcomes Captain Loriann LaBarca and Announces Department Restructuring Leesburg, VA (February 24, 2025) - The Leesburg Police Department is pleased to announce the appointment of Captain Loriann LaBarca to its leadership team and a department restructuring aimed at better serving the needs of the community. Captain LaBarca has over 27 years of distinguished law enforcement experience, including 25 years with the Fairfax County Police Department, where she retired at the rank of Major. Captain LaBarca’s extensive career in law enforcement has been marked by her dedication to public safety, leadership in critical policing operations, and commitment to community engagement. Throughout her tenure with the Fairfax County Police Department, she served in a variety of leadership roles, including the Commander of the Organized Crime and Narcotics Division, Commander of the Mason District and West Springfield District Stations, and Assistant Commander of the Special Operations Division.?Her expertise in investigations, officer development, and crisis response will be invaluable to the Leesburg Police Department as it continues to enhance its services and strengthen community partnerships. “We are excited to welcome Captain LaBarca to the Leesburg Police Department,” said Chief Thea Pirnat. “Her vast experience and leadership will be a tremendous asset to our department and the Leesburg community. We look forward to working together to uphold the highest standards of public safety and service.” As part of the department's restructuring, the Leesburg Police Department will now operate under three bureaus designed to optimize operations and community engagement: ·????????Investigations and Operational Support Bureau, led by Captain Loriann LaBarca, overseeing the Criminal Investigations Division and other support functions. ·????????Professional Standards Bureau, led by Captain Jaime Sanford, responsible for training, accreditation, and internal affairs. ·????????Field Operations Bureau, led by Captain David Smith, managing patrol operations and emergency response. This strategic restructuring is designed to enhance the department’s ability to prevent crime, respond effectively to incidents, and foster stronger relationships with the Leesburg community. “I am honored to join the Leesburg Police Department and to serve the Leesburg community,” said Captain LaBarca. “I look forward to working alongside the dedicated men and women of this department as we continue to build trust, enhance public safety, and serve with integrity.” Captain LaBarca officially began her role with the Leesburg Police Department today and was sworn in by the Honorable Gary Clemens.
