Law Center for Better Housing (LCBH) is recognized as a leading public interest law firm specializing in housing law and policy. Founded in 1980 by a small group of lawyers concerned about deteriorating apartment buildings and housing abandonment in the Rogers Park neighborhood, LCBH now serves all of Chicago. Today, LCBH has five legal programs and supportive services providing a holistic approach to its clients through meaningful access to the judicial process and linkages to essential services that can help avoid homelessness. LCBH focuses on tenants in the private rental market facing critical housing issues with this target group representing more than 70% of Chicago’s low-income households. LCBH is the only agency in the Chicago area to focus its legal services exclusively on renters. In 2011, the agency provided direct services to 1,932 tenant families and total services and education impacting well over 7,000 individuals. In recent years the agency’s expertise in landlord/tenant issues has uniquely positioned it to be at the forefront of the foreclosure crisis as it affects tenants and to assist community-based organizations and agencies in Chicago as well as Cook County and other areas of Illinois in educating stakeholders on foreclosure issues.

Thank you, Governor JB Pritzker, Representative Guzzardi, Senator Karina Villa, and the Chicago Coalition For the Homeless for your support of the #LandlordRetaliationAct. Because of your advocacy, Illinois tenants can request repairs, join a tenants' union, or contact their elected officials without fear of sudden eviction, shortened leases, or other retaliation from their landlord.
It's Official: The Landlord Retaliation Act has been signed by the Governor and will go into effect in January of 2025! This piece of legislation will provide additional protections for all tenants across our state regardless of where they reside. These protections include when a tenant requests repairs, organize or join a tenant's union, reaches out to their elected official's office, and any other rights under Illinois Law. These are basic human rights that all tenants across Illinois deserve to have. No tenant under any circumstance should be in fear of being suddenly evicted, face shortened leases, or face any form of unnecessary retaliation when asking for improvements to their homes. This bill passed as a result of the leadership of Representative Will Guzzardi, the Chicago Coalition For the Homeless, and our shared constituencies who helped bring this idea to as a a potential public policy. There is more work that needs to be done to provide additional housing protections and affordability for all, but we celebrate this monumental win for tenants across the Land of Lincoln.
