What a journey! From an end-of-session push, to perceived failure, to a surprise resurrection, our Massachusetts climate bill, S.2967, has kept us on the edge of our seats for months! I am thrilled that the House voted to pass the bill yesterday and that it now heads to the Governor’s desk. “An Act promoting a clean energy grid, advancing equity and protecting ratepayers” includes several key provisions that will allow gas utilities to evolve into thermal utilities, including: ? Gas utilities can now sell thermal energy (heating and cooling) not just gas ? The Dept. of Public Utilities (DPU) can consider alternatives to new gas infrastructure ? Authority to the DPU to allow the obligation to serve for space heating, water heating, and cooking, to be met with alternatives to gas.
