Progress and Partnerships: Advancing the Carbon Refinery Project in Colombia as we bring a successful 2024 to a close. This past week in Bogota marked significant progress for our Carbon Capture Utilization and Sequestration (CCUS) activities and, the infrastructure piece we call the Hydrogen Manifold initiative, solidifying key partnerships and fostering critical government support for this transformative energy project. Here are the highlights: ?????????The week began with a productive breakfast meeting with Senator Jose Name in Bogota. The discussion focused on strategies to approach the national government regarding CCUS Tax Credits, which are vital for accelerating this project. Also highlighted, the infrastructure element of the Hydrogen Manifold, emphasizing its role in driving sustainable energy development across Colombia. ?????????At a subsequent lunch an agreement in principle was reached in which a financial guarantee for an early-stage bank load was discussed in exchange for specific development surrounding the purchase of offshore wind capacity output. This development marks a critical milestone as we move toward concrete financial and operational planning. ?????????A pivotal meeting with Vice Minister Jorge Ramirez laid the groundwork for government collaboration. Vice Minister Ramirez agreed to sponsor a working group of government agencies to advance the project and is considering three essential requests: ??- Granting the project *National Strategic Importance* status ??- Developing CCUS Tax Credits ??- Financial funding This sponsorship represents a significant step toward aligning public and private sector interests to drive energy innovation. ?????????In our meeting with Sr. Juan Camilo Pinto of the Ministry of Environment, we introduced the project and discussed their involvement in the multi-agency working group to be led by the Ministry of Transportation. This collaboration will ensure environmental considerations are integrated into the project’s development. ?????????We also held discussions with FDN Bank and BBVA ?to explore additional financing strategies for the project. ?????????We had a productive meeting with Mr. Shawn E. Flatt, Economic Councelor at the U.S. Embassy, who offered support within the Embassy’s purview. This connection underscores the importance of U.S.-Colombia collaboration in energy transition efforts. ?????????Engagement with key stakeholders at an offshore wind energy event sponsored by ANH, (Agencia Nacional de Hidrocarburos), further positioned our project as a major player in Colombia’s renewable energy future. Next Steps: Moving Forward with Momentum into 2025 With government engagement, private sector partnerships, and financing discussions underway, we are poised to take the next steps which should culminate in a formal ‘Kickoff’ expected to happen May 28,29 at the CCUS Latin America Event in Cartagena. Finance and Investment Momentum: · A major financial institution has expressed readiness to assist with the initial financing round, while others see the Carbon Refinery Project as critical for producing green flat steel, positioning the project as a national priority. · Ongoing efforts to secure additional investments are advancing with strong value propositions offered, including potential 5-10x returns over five years. 3. Government and Ministerial Engagement Strategy: · A strategy is underway to garner support across Colombian ministries. This coalition-building effort?is focused on securing a??favorable?decision from?President Petro, leveraging the project’s importance for both industrial growth and sustainable development. 4. Hydrogen Pipeline and Power Stability Innovations: · The proposed hydrogen infrastructure (pipeline?or ‘hydrogen manifold)?is presented as an effective alternative to grid integration, allowing direct offshore power transfer to electrolyzers and stabilizing the energy supply.
