??NEW KNOCA BRIEFING ON DEVELOPMENTS IN SUB-NATIONAL CLIMATE ASSEMBLIES! ??We’re excited to share our latest Briefing titled ‘Developments in Sub-National Climate Assemblies: Lessons from Local to Regional Levels’ by Ines Omann, Dr. and Carolin Brodtmann.? ??When KNOCA was established, its focus was on #climateassemblies commissioned at the national level. Still, from the beginning, we also saw the growing number of local and regional assemblies as fertile ground for innovation in practice and we've increasingly turned our attention towards drawing on this space. ??This Briefing is a first attempt to systematise our understanding of developments amongst sub-national assemblies. The authors draw together insights from new developments and specific tools used in sub-national climate assemblies in Europe.? For this reason, it is long by KNOCA Briefing standards and is likely to be of primary interest to assembly practitioners and organisers. A European network for sharing best practice on the design and implementation of Climate Assemblies

Why has KNOCA been formed? Climate assemblies are increasingly being used in a variety of different European countries at different scales of governance to inform policy responses and social action on climate change. Appetite is growing in countries that have not yet used such processes to explore the possibility of doing so, and to draw on existing experiences and models. As a result of growing and diverse practice, the knowledge and expertise of policymakers, academics, and civil society actors is increasing in the use of such innovative approaches. But this knowledge and expertise is diffuse. KNOCA will bring together this varied expertise to explore challenges in the design and application of climate assemblies and promote best practice for those organising and advocating for climate assemblies. Who is involved? KNOCA is funded by the European Climate Foundation. Professor Graham Smith, Centre for the Study of Democracy at the University of Westminster chairs the Management Committee and will provide the overall intellectual steer. The Danish Board of Technology acts as convenor and will oversee the running of the network. Climate Outreach acts as communication lead to ensure visibility and relevance of the network and foster debate around its public inputs. Invitations are being sent to a range of organisations and individuals to join KNOCA as members. These are individuals or organizations with experience or interest in either commissioning, running or analysing CA processes and outputs in Europe. Membership of this network will grant you a space to share, discuss and inform best practice and new developments in climate assembly design, delivery and analysis. What is KNOCA going to do? KNOCA will bring together policy makers, academics, civil society activists and others, working on either climate policy or deliberative democracy, to foster public debate on citizen participation in climate policy-making.

On 14 October, Child Rights International Network - CRIN, Youth and Environment Europe (YEE) and KNOCA - Knowledge Network on Climate Assemblies came together to host a webinar that highlights the impact of children and young people in climate assemblies across the world. ?? Key takeaways from our webinar included the following: - Citizens’ assemblies on the climate crisis must consider how to best include children and youth to ensure true citizen representation. Children and young people are citizens now, as well as future citizens who will be impacted by the decisions made today. - Many climate decision-making spaces are not accessible to, nor inclusive of, children and young people - particularly at the global levels. Climate assemblies can be a positive way to ensure children and young people have opportunities to influence decisions being made at all levels of governance. Future global climate assemblies might also help us address the chronic lack of child and youth representation on the global stage. - The impacts of involving children and youth in climate assemblies are wide ranging. These impacts include increased climate literacy and sustainable behaviour changes among children and young people, as well as in their families, schools and communities; strengthened intergenerational learning, relationships and understanding; enhanced legitimacy of assembly recommendations;?and climate policies that better reflect the interests of all current generations. - Creating a safe, positive and inclusive space during assemblies is key to ensuring that every participant can share their views, ideas and experiences. There are unique, practical, safeguarding, ethical and design considerations when involving children and youth, which can and should be navigated by collaborating with child and youth organisations with expertise in these fields. - Involving children and young people in the design, agenda setting and facilitation of climate assemblies ensures that process and outcomes best reflect their needs and interests; this makes their addition a meaningful experience for all involved. - Climate assemblies are allowed to be interactive and engaging! ?? Using creative, participatory methods like drama, play, future visioning, art and even getting outside into nature helps children and youth (as well as adults) to connect with each other and their environment. They can learn, deliberate, have fun and develop innovative, out-of-the box ideas in wilder spaces. Creativity means that everyone can express themselves in their own, unique way. - Climate assemblies should empower and support younger citizens to take forward and implement their own climate actions, as well as informing and influencing climate decision-making policies.? ?? ?? Recording of our workshop on the Impacts of the French Climate Citizens’ Convention is now available!? ? Thank you to all who participated in the workshop – it was insightful and aspired to new questions for future reflections and debate on impact.? ? ?? During the workshop key insights from the forthcoming KNOCA Briefings were presented by the authors. A huge thanks to Claire Mellier, Selma Tilikete, Coco Bates, JOSE LUIS FERNANDEZ MARTINEZ, and Alina Averchenkova for their great work.? ? Key insights:?? ??The new KNOCA study on the policy impact of the French Convention provides evidence that 20% of recommendations were fully implemented, with 51% modified.?? ?Is that a good result?? ?? ??The new KNOCA study on the impact of national assemblies on digital media coverage shows that the French Convention had significantly higher traction.?? ? How much of that was down to the design of the assembly and its communications strategy?? ?? ?? The new KNOCA study collating academic and policy research on the impact of the French Convention shows a great deal of focus on the direct impact on policy, members and the activities of civil society organisations.?? ?
