Important Update on Colorado Legislation Impacting Backflow Testing (HB24-1344) Starting July 1, 2024, Colorado's new legislation (HB24-1344) will require a plumbing license to test, repair, and inspect backflow assemblies. This change, introduced without stakeholder input, could significantly disrupt the backflow testing industry. Key Concerns: - Impact on Compliance: Approximately 95-98% of backflow testing in Colorado is performed by non-plumber certified testers. This legislation may hinder compliance with CDPHE Regulation 11.39. - Business Closures: Hundreds of testers and companies could be forced out of business overnight, and ABPA certification exams and training schools might shut down. - Public Water Systems: The reliance on non-plumber testers could negatively affect cross-connection control programs, leading to a shortage of available and affordable testing services.
