Now in it's third installment, Thomas Elston and I are excited to invite submissions for the London PhD Colloquium for Public Management - hosted at King's Business School on 15 May 2025! We design this free-to-attend, one-day, in-person event with the needs of early-career researchers in mind. Everyone who attends is provided detailed and actionable feedback on whatever they submit - whether that is a rough thesis outline, a messy draft chapter, a fully polished article manuscript, or something in between. This year, we'll be joined by Ole Helby Petersen, editor-in-chief of the Journal of Public Administration Research and Theory, who'll be sharing publishing tips and tricks with participants. Issue 1, Volume 35 (2025) ???“The professional profile, competence, and responsiveness of senior bureaucrats: a paired survey experiment with citizens and elite respondents” by Jostein Askim, Tobias Bach, Kristoffer Kolltveit. ?? This article examines how the professional backgrounds of senior bureaucrats influence their perceived competence and political responsiveness in a meritocratic system. Using a paired survey experiment in Norway, it finds that agency heads are seen as less competent and somewhat more politically responsive when they lack a career civil service background with mission-specific expertise. While citizens show little concern, administrators strongly prefer career bureaucrats over former politicians. Across all stakeholder groups, expertise in the agency’s mission is associated with higher competence and lower political responsiveness. The study highlights how recruitment choices can shape perceptions of good governance. ?? Bureaucrats’ choices in rulemaking procedures are influenced by their need to balance strategic goals with reputational concerns. While they bypass the notice-and-comment process for new or joint rules to avoid political intervention, they are more likely to seek public input for complex and stringent rules, particularly in agencies with a higher proportion of professional bureaucrats, to prevent implementation failure and maintain credibility. ?? Issue 1, Volume 35 (2025) ?? “A reputational perspective on structural reforms: how media reputations are related to the structural reform likelihood of public agencies” by Jan Boon, Jan Wynen, Koen Verhoest, Walter Daelemans, and Jens Lemmens. The paper uses BERT-based sentiment analysis on media coverage of 14 Flemish agencies to examine how reputational signals affect structural reforms. It finds an inverted U-shaped relationship where moderate negative sentiment increases the likelihood of reform but, beyond a threshold, decreases it. Positive and neutral sentiment have no significant effect. The study shows how accumulated negative media reputations shape political–administrative decisions to reform agencies. ?? ?? Next in Issue 1, Volume 35 (2025) is "Gendered Administrative Burden: Regulating Gendered Bodies, Labor, and Identity" by Pamela Herd and Donald Moynihan (open access). Drawing on feminist theories of the state, organizations, and citizen-state interactions, the authors advance four central claims: (1) gendered burdens regulate reproductive bodies, (2) require reproductive labor in some cases, (3) restrict reproductive labor in others, and (4) reinforce heteronormative and cis-normative constructions of gender. Their overarching argument is that administrative burdens are a means of control and coercion that regulate gendered bodies, labor, and identities. ?? Citizen trust in regulatory agencies is essential, yet empirical research on its relationship with enforcement styles is limited. Results from a survey experiment in six countries show no overall effect of enforcement on trust. However, strict and punitive approaches had a small positive impact, challenging assumptions about the necessity of heavy-handed enforcement. ?? Administrative work is widely associated with heavy bureaucratic procedures that are disconnected from serving clients, while less attention is given to its role in delivering public service. This study demonstrates how administrative work contributes positively to street-level bureaucrats' ability to navigate complex accountability relations, offering a theoretical framework for understanding its functions. ??
