How is the tenure of Acting CFTC Chair Caroline Pham affecting the agency? In a break from the typical acting agency chair, Pham has taken several significant actions, signaled several more, and set the agency on a path to still further significant actions. She has addressed some longstanding pain points for the industry and has made it clear she is willing to address additional industry headaches that are low-hanging fruit. Although Pham has forged a bold, action-filled path as an acting chair, a common thread running through her actions are that they are not rulemaking.
