We always say at NIA, that nonprofits and public sector business should be working hard to put ourselves out of work. To systematically institutionalize social innovation that over time, reduces the overwhelming need to fix and cure what’s broken all around us. In other words, we don’t want to just get better at serving the growing problem of mental and behavioral health, we want to disrupt the proliferation and reverse the numbers. Then we can more creatively play on offense instead of relying so much on defense.

At heart, an established institution of civil society, Rotary, creates a pathway to supporting the fundamental humanity of those behind bars and helps them on the path to full participatory citizenship and rehabilitation. It is a simple and, until recently, undisputed fact that the job of a fence is to divide - to keep something in, to keep something out, or maybe a little of both. Not so fast. Recently we had the pleasure of amplifying the story of a fence that isn’t very good at its job.?Rather than keep people apart – it is bringing people together. The setting is a beautiful park in Western Illinois’ very own Bishop Hill.?The park is the heart of this historic community and it was in dire need of a new fence.?Fixing it required a lot of people and institutions to push normal boundaries.?It wasn’t easy, but in the end it proved that public/private partnerships work. Check out how the Illinois Department of Corrections and the men at its Kewanee Life Skills Re-Entry Center, The Illinois Department of Natural Resources, Rotary International and its local clubs, and the Bishop Hill Old Settlers’ and Bishop Hill Heritage Association all came together to break down barriers and build a fence. As a side note – I was able to work with the two biggest advocates I know for returning citizens Jeffrey Korzenik, author of Untapped Talent and Mike Massie of Massie, Massie, and Quick Law. I am grateful there are people in this world willing to tackle huge, often unpopular challenges like helping the incarcerated productively re-enter society. Jails are killing people – and it's not just people behind bars. New research adds evidence to what advocates have long known: The health, social, and economic harms of incarceration extend far beyond the people behind bars to their children, families, and entire communities. The study, done by a researcher at University of Pennsylvania, finds that higher jail rates are associated with higher death rates, especially for Black people and women. It supports our understanding that policing and criminalization disproportionately impact the same communities that are most vulnerable to any number of negative outcomes, including high unemployment rates, decreased life expectancy, worse health and worse access to healthcare, and exposure to environmental dangers, inevitably contributing to the observed differences in community death rates. Last week, the Associated Press reported that homelessness increased 18.1% in the US in 2024. This is an especially alarming statistic as more states criminalize homelessness. As we enter 2025, it's time for the US to embrace housing-first solutions – not increased policing & criminalization. Data shows that unhoused people are the most likely to be jailed multiple times across all demographics.
