Despite the rancor and polarization of the #PresidentialElection, voters and policymakers across political divides agree on the power of #apprenticeship to open doors to the middle class for learners and workers. ?? JFF’s polling finds that 84 percent of registered voters, including 82 percent of Republicans, favor policy action to expand access to apprenticeship programs—a sentiment echoed by numerous Republican and Democratic governors, the Biden-Harris Administration, and Linda McMahon, President-Elect Donald Trump’s recently announced nominee for Secretary of Education. After #Election2024, voters are looking to policymakers to find common ground to address the education, workforce, and economic issues they care about. Apprenticeship is an effective approach for preparing people for good jobs, building common purpose among employers and educators, and realizing a vision where learners and workers face #NoDeadEnds on the road to opportunity. ?? Missouri's "Pathways for Paras" program deserves national attention. It’s training paraeducators—long-time classroom aides and support staff—to become certified special ed teachers. This innovative approach tackles teacher shortages while unlocking economic mobility, especially in rural and low-income communities. Paraeducators bring hands-on experience but often lack the credentials to advance into teaching roles. Pathways for Paras provides an affordable, accelerated way to bridge that gap through coursework and on-the-job training, helping participants become classroom-ready in just 1-2 years. The benefits go beyond staffing shortages. Certified special ed teachers in Missouri earn over $50K per year on average—a life-changing boost from typical paraeducator wages. Earlier this month, JFF convened over 50 leaders from six community and technical colleges from Georgia, North Carolina, Ohio, and Pennsylvania as part our Center for Racial Economic Equity’s Disrupt the Divide initiative. Across these institutions, leaders affirmed their commitment to disrupting patterns of occupational segregation that occur in post-secondary educational pathways by examining enrollment, retention, and completion gaps that contribute to wage and employment gaps for learners. Through our Disrupt the Divide initiative, JFF supports this group of community colleges to analyze the outcomes and experiences of Black learners and to design and implement interventions that benefit all learners, such as improving recruitment and outreach, embedding career advising and navigation support, and implementing work-based learning experiences, that provide equitable access to credentials, degrees, and opportunities that lead to employment in high-wage, high-growth fields.
