Innovative Readiness Training (IRT) is a Department of Defense (DoD) military training opportunity, exclusive to the United States and its territories, that delivers joint training opportunities to increase deployment readiness. Simultaneously, IRT provides key services (healthcare, construction, transportation, civil affairs, and cybersecurity) with lasting benefits for our American communities. This collaborative program builds mutually beneficial civil-military partnerships between communities and the DoD to: - Provide high-quality, hands-on, real-world training for Active, Guard, and Reserve support personnel and units - Deliver and improve military readiness and partnership capability to serve when the nation calls - Contribute to American prosperity by providing diverse military capabilities to meet local needs and challenges - Strengthen the bond between American citizens, communities, and the U.S. military - Kindle a spirit of service and volunteerism among all partners and the communities they serve

Earlier this summer, over 240 personnel from the Air Force Reserve, Air Force Active Duty, Air National Guard, and Virgin Islands Army National Guard provided medical care, including medical evaluations, dental care, and eye examinations. Throughout the medical support activity, 2,112 patients were seen, and 14,256 procedures were performed across the three islands. Service members received 28,967 hours of hands-on training and provided approximately $2.2 million in medical care to the residents of the Virgin Islands. From July 1–14, 2024, the US Army Reserve (USAR), supported by the US Air Force (USAF) and US Navy (USN), partnered with the Central Savannah River Area Regional Commission (CSRA RC) to conduct a medical support activity. The CSRA RC is a public sector, non-profit planning and development agency that serves a 13-county region in the eastern portion of Central Georgia by enabling local governments to overcome political boundaries to capitalize on the area's natural, historical, and demographic assets. At Burke County High School, Jenkins County High School, and the Hancock County Health Department, a dedicated team of military personnel offered a spectrum of services from dental care to behavioral health support. Across these sites, 163 Service members treated 1,652 patients and performed 2,828 procedures, with a fair market value of services rendered estimated at $500,825. This initiative addressed critical healthcare needs and served as a vital training ground for Service members, honing their skills in real-world settings and delivering 29,340 training hours. The success of this support activity was only possible with the support efforts from the Consumable Medical Asset Management Site (CAMS), which provided 9 medical kits, 20 dental kits, and 4 optometry kits. Additionally, the food services team prepared 2 Unitized Group Rations per day and Meals Ready to Eat were provided for lunch. Check out this article highlighting the great work Service members have been doing at Pearl Harbor! If the walls of the Pearl Harbor Aviation Museum's Hangar 79 could talk, they'd be the only ones left to recount the 85 minutes of pure chaos that reigned on December 7, 1941. With no witnesses to that day's events remaining, the bullet holes splattered across countless panes of glass remain a stark reminder of how fragile life is. It is the dozens of museum staff who keep the memories of the 2,403 Pearl Harbor bombing victims alive. People like Ronald Montgomery, a Navy Veteran who served for 28 years as an aircraft mechanic, use his skills to keep the historic aircraft on display in mint condition. Joining their ranks for ten weeks were five two-week rotations of civil engineer Airmen selected by the U.S. Air Force Reserve. Their purpose is to ensure the hangar receives much-needed repairs and Airmen. "With our buildings being both historical and old, they need a lot of renovation work," said Navy Veteran Mark Houff, Pearl Harbor Aviation Museum capital project liaison. "We thought the IRT was a unique opportunity because it was an ability for us to engage the military. There are also huge cost savings to us, and they get the benefit of the training, so it is a win-win." By project completion, the museum will receive $750,000 in fair-market value construction at no cost, and more than 150 Airmen will have received priceless real-world training. "This mission specifically aligns with the IRT program by providing hands-on training that folks won't get at home station," said Capt. Jeremiah Wiltron, the officer in charge. "For those like the plumbers and electricians, we always have a struggle finding them off-base training." However, a lot of work still needs to be done. "There is a total bathroom demo and remodel," Wiltron said. "Before we got here, it was only about 40% of the square footage it is now. We knocked down some walls, so we really can open the space and almost triple their capacity." Service members also upgraded the mezzanine, including three new stairwells and a balcony extension. Finally, the hangar required an electrical upgrade, including numerous new outlets, to support the vision for future interactive museum displays. Civil Engineering is one of many services the IRT team provides. They also perform medical, cybersecurity, and aerial spray services for U.S. communities in need. From 30 May to 6 August 2024, the United States Army Reserve, with support from the U.S. Marine Corps Reserve, partnered with the Mississippi's Toughest Kids-Camp Kamassa in Copiah County, Mississippi, to lead construction efforts at Camp Kamassa. Innovative Readiness Training (IRT) has been supporting Camp Kamassa efforts since 2018 and has continued each year through different services. The camp stands as the state's leading fully disability-accessible facility, made possible by the collaborative efforts of local volunteers and military personnel participating in IRT support activities. Service members from across the nation joined forces, enduring the Mississippi heat to construct a place where every camper, regardless of physical or mental ability, can thrive. Camp Kamassa embodies inclusivity with its zero-gravity pool and plans for a fully accessible rock-climbing wall and various sports facilities. In addition to recreational opportunities, the camp also provides comprehensive medical support. This summer, vertical construction focused on completing projects started by prior rotations. Working with the community partner, Service members completed window casings, trimming, electrical, and plumbing work. They also finished the pavilion, adding a roof, electrical, and plumbing to the structure. The main objective of the horizontal construction was completing a rough grade for the parking lot, clearing and leveling an area to be used for staff housing, upgrading a logging road, and initial clearing for equestrian facilities. By the end of the support activity, 483 Service members received a total of 45,000 hours of training and provided no-cost construction services with a fair market value estimated to be $2,100,000. From 22 January to 2 July 2024, the Army National Guard and the Kimaw Medical Center, in a successful and effective partnership, conducted a medical support activity to alleviate a growing backlog of unseen and untreated patients caused by restrictions during the recent pandemic. This successful collaboration not only addressed the immediate healthcare challenges but also reassures the effectiveness of such joint efforts in the future. The K’imaw Medical Center requested assistance to reduce the patient backlog and provide specialty care, which is not always available to the tribes. Through the Innovative Readiness Training (IRT) Program, 39 Service members provided their skills and services in family medicine, emergency medical service (EMS) support, radiology, laboratory, physical therapy, and behavioral health. Service members saw 735 patients and performed 489 medical procedures, 75 behavioral health screenings, and 25 EMS responses. This support activity significantly increased the health clinic and local EMS community reach and patient interaction, and most importantly, it reduced the number of untreated and unseen patients, making a profound impact on the community. A highlight of the support activity was when Service members conducted a Rough Terrain Evacuation Course, Combat Water Survival Training, and a Mass Casualty Incident Scenario in partnership with the Office of Emergency Services, KMC Hoopa, Hoopa Valley Fire Department, Hoopa Valley Volunteer Fire Department, Humboldt County Sheriff’s Office, Hoopa Valley Tribal Police, Hoopa Valley EMS, and REACH Aero-Medical Evacuation teams. Service members received 3,289 hours of valuable training across 34 training requirements. The support activity provided a fair market value of approximately $215,341 in no-cost medical services to the K’imaw Medical Center and members of the Hoopa Tribe in Northern California. Dr. Mark Liu, Medical Director of K’imaw Medical Center, had this to say about the support activity: “The relationship between IRT and the Hoopa Valley Native community is longstanding and always brings value to our community.
