The California Air Resources Board (CARB) is at it once again. They are conducting a survey, known as the 2023 Consumer and Commercial Products Survey (2023 survey), in an effort to realize a reduction of 20 tons of VOC per day by 2037.?This aggressive goal is the result of a flawed 2022 model that CARB has put together in support of the 2023 survey.?In this model, CARB believes that Aerosol Coatings, Consumer Products, and Personal Care products emissions will grow to 28 tons per day by 2037.?Why??California's population growth and the growth of the Personal Care industry.?It appears that no one at CARB got the memo in 2022 that California’s population was shrinking at that time.?In 2024, California’s population began to rebound, however, that, according to the Governor, is the result of fewer Covid deaths and immigration. Aerosol Coatings are always included because they have the highest VOC levels despite being the smallest category.?Consumer Products, mostly in the household cleaning and automotive sectors, contribute higher VOC levels and are a medium-sized category.?However, the Personal Care product sector, according to CARB, is a significantly larger and growing category therefore, despite contributing low levels of VOC, can provide the largest reduction.?As predicted, CARB is revisiting some of their favorite categories in an effort to further regulate them.?One could argue that further regulation of these categories, like antiperspirants, would regulate them out of existence.?Theoretically, OTC products were supposed to be untouchable like hand sanitizers and sunscreens, but neither is safe this round. The Personal Care products in the 2023 category are: ·??????Antiperspirants ·??????Deodorants ·??????Anti-Microbial Dry Hand Wash (Hand Sanitizer) ·??????Body Wash/Mousse/Gel/Soap/Foam/Scrub ·??????Hand and Body Conditioner, Cream, Lotion and Moisturizer ·??????Sunscreen (Hair and Body) (Aerosol) ·??????Hair Conditioners, without Styling Claims ·??????Permanent Hair Dyes As with every survey, CARB needs data to support its models and predictions.?Unlike previous surveys, which have been difficult to complete, CARB is providing two ways to submit data: 1. The first is the Consumer Products Reporting Tool (CPRT) which uses .csv headers that can be saved as macro-enabled Excel sheets.? 2. The second method is the Consumer Products Reporting Tool for Formulators (CPRTF).?Responsible Parties/Brands who do not have the ingredient information for products included in the 2023 survey can identify their formulator in the Consumer Products Reporting Tool (CPRT) and CARB staff will contact the formulators on behalf of the Responsible Party/Brand to gather data via a customized reporting tool, the CPRTF. All survey responses are due by April 8, 2025.
