“So, what is IRC’s Center for Economic Opportunity?” We get this question from our partner organizations and their clients, as well as potential donors looking to make an impact. As a subsidiary of the International Rescue Committee and as a CDFI, it can be difficult to explain who we are and what we do in a simple way. We made this video to answer the question and show you who we are.

Offering affordable loans to refugees, immigrants and other credit-thin households through trusted, local organizations.
关于我们
CEO’s origins can be traced back to the International Rescue Committee’s (IRC) efforts to help newly- arrived refugees and other low-income families climb the economic ladder. Lack of credit and access to consumer financing was immediately apparent as a significant barrier to prosperity for IRC’s clients – and not only for refugees, but for low-income immigrants and non-immigrants alike. Finding partnerships with existing lenders that could reliably, consistently, and affordably extend financing to its clients proved elusive, and so IRC began to offer loans directly – and did so in tandem with their anti-poverty social service efforts. By 2016, the IRC had made more than 3,000 loans totaling $3 million -- primarily to low-income refugee and immigrant borrowers -- while maintaining a 94% repayment rate on its portfolio. More importantly, borrowers were able to build credit, buy cars, start businesses and pay for training that could lead to higher-wage, higher-skilled work. CEO was founded by IRC to bring CEO’s unique model and approach to a larger scale. IRC began lending in 2003 – and CEO’s model today is directly informed by IRC’s 15+ years of experience and iterative improvements, mistakes and breakthroughs. CEO is designed to offer modest loans at affordable rates from within trusted community locations – this formula has worked within IRC’s setting, and we are eager to explore applying the model in different contexts, with different partners and for other populations.

The work IRC-CEO does as a CDFI would not be possible without the network of financial coaches and business counselors across the nation who work with our community partners. Check out this story from one of those coaches below!
Program Manager at International Rescue Committee | CNM Certified Coach | Non-profit Management | Economic Empowerment & Small Business Development
Stories like these make me proud of our work at the International Rescue Committee. Like many others, Shoaib had to flee from Afghanistan in 2021, leaving behind family, friends, and his barbershop. Becoming financially literate is difficult for anyone since it's not taught in school, and it's not any easier for newcomers. We helped Shoaib build his credit, his savings, and supported him with an educational loan from IRC's Center for Economic Opportunity to get him through barber school. Shoaib has now opened his barbershop in Modesto. Special thanks to Lisa Price at Wells Fargo for continuously supporting IRC Turlock's financial coaching services. Contact me to learn more! Our partner, the IRC's Center for Economic Opportunity (CEO) recently released a report that analyzes credit scores for those participating in its “Credit-Building Ladder” model and loan program. The report serves as a compelling case for the integrated model of financial products and programs being implemented by CEO and its network of community partners. The findings also underscore the potential for small-dollar loan products to quickly generate significant positive outcomes, especially for those without a credit history. This report will help inform policymakers, financial institutions, funders, community-based organizations, researchers, borrowers, and more.
