The Interstate Council on Water Policy is a national organization that provides a voice for regional, state, and local water resources agencies and entities regarding diverse water policy issues that affect real-world decisions. ICWP was founded in 1959 to promote integrated water resources management and address water quality issues. Today’s strategic priority issues include national water policy development, integrated water planning for sustainable resource development and management, and vital water data and water science tools to inform policy and planning.

On November 29th,?ICWP's board member Kirsten Wallace?(Upper Mississippi River Basin Association)?-- alongside colleagues Jimmy Hague (The Nature Conservancy) and Bren Haase (Louisiana Coastal Protection and Restoration Authority Board) -- testified to urge?Congress to remove or modify unreasonable requirements?that currently restrict or deter non-federal entities from participating as cost-share partners through USACE Project Partnership Agreements (PPAs). For several WRDA cycles, ICWP has advocated for PPA reform. We greatly appreciate the opportunity to bring light to this important issue and to have meaningful dialogue with the Senate EPW Committee about potential solutions.

On?November 14th,?ICWP's board member Amy Shallcross?(Delaware River Basin Commission)?testified?on the merits of?H.R. 5770??(Rep. Joe Neguse, D-CO).? ICWP supports enactment of the Water Data Improvement Act to extend and fund three water data programs administered by the US Geological Survey (USGS) through 2028. We look forward to seeing this legislation come to fruition!
