Since 2008, the independent International Policy Fellowships Network has served IPF partners and clients providing global policy studies education, publications, and leadership. Fellows of the ten-year International Policy Fellowships program (1998-2008) form an alliance of some 250 leaders from over 40 countries. The IPF program was established in 1998 and joined forces with the Central European University Center for Policy Studies when the Center was launched in 1999. Through 2008, IPF supported analytical policy research in pursuit of open society goals such as the rule of law, democratic elections, diverse and vigorous civil societies, and respect for minorities. The highly selective, open-competition fellowships initially focused on nurturing the next generation of open society leaders in former Soviet countries by strengthening their capacities to write evidence-based policy documents, identify appropriate policy instruments, and effectively advocate policies. The fellowships improved the quality of analysis by ensuring that researchers were able to carry out projects in their home regions while maintaining local affiliations and a high degree of mobility and intellectual freedom. Fellows participated in policy seminars over the course of the fellowship year with leading experts in their respective fields and were provided with various training opportunities, mentorships, conference participation funding and organized advocacy events tailored to meet their specific project needs. IPF later grew to support global advocacy-oriented teams of policy researchers with proven policymaking and advocacy experience working on themes of strategic importance. The United Nations selected IPF as a 'good practice' program for achieving global development goals.

My latest article for #NATO Review explores the annulment of Romania’s presidential election—not merely as an isolated event, but as a potential manifestation of a broader, long-term hybrid warfare strategy. Rather than relying on conventional military aggression, adversaries increasingly leverage algorithmic manipulation and cyber-enabled disinformation to exploit societal vulnerabilities and erode trust in democratic institutions. 4 Key Insights from the analysis: ?? Beyond Reactive Defenses – Recent events reveal the limitations of conventional countermeasures against digital interference, as influence operations continuously adapt and outpace defensive strategies. ??? Strategic Disinformation Networks – Malign actors cultivate long-term ecosystems of influence, embedding disinformation across multiple platforms to ensure sustained reach and credibility before activation. ?? Targeted Narrative Manipulation – In anticipation of key political moments, these networks selectively amplify pre-established narratives, exploiting societal divisions to undermine trust in institutions, alliances, and governance. ?? Dynamic Information Resilience – Countering these threats requires a proactive strategy focused on dismantling disinformation ecosystems before they take root, while simultaneously developing rapid-response capabilities to disrupt their tactical exploitation at critical moments. Today, we wrapped up our final seminar for the micro-degree on leading change with 40 participants from Moldova, Uganda, and Ukraine. This program builds on previous micro-degrees and short courses, through which my colleagues and I at Estonian Business School have trained 400 learners from Ukraine. Our goal has always been to go beyond traditional learning by empowering participants to implement real, impactful projects—ranging from entrepreneurship development and promoting mental health to digitalizing university processes and driving cultural initiatives. The quality of these projects is truly impressive, especially considering that many are the result of pro bono contributions. This micro-degree was made possible thanks to the generous support of ESTDEV. I’m sharing photos from today’s virtual session and from our visit to the Estonian Parliament last summer, when many learners joined us for an in-person session in Tallinn.

"Right-wing populist forces are in government in Italy, Slovakia, Hungary, the Netherlands and many other countries. Countries like Poland, where a national-populist government has been voted out, are the exception. To get out of the liberal defensive, there needs to be a better understanding of the causes of the crisis of liberal democracy and the rise of populism. Furthermore, fresh ideas are needed on how liberal democracy should be renewed to regain support domestically and internationally." These issues will be the focus of discussions led by experts including international development expert, former Interior Minister of Latvia and former fellow Maria Golubeva on January 16th in Berlin. #democracy #populism #liberalism
