The International Pacific Halibut Commission (IPHC), originally called the International Fisheries Commission, was established in 1923 by a Convention between the governments of Canada and the United States of America. Its mandate is research on and management of the stocks of Pacific halibut (Hippoglossus stenolepis) within the Convention waters of both nations. The IPHC consists of three government-appointed commissioners for each country who serve their terms at the pleasure of the President of the United States and the Canadian government respectively. The IPHC, an International Fisheries Organization, receives monies from both the U.S. and Canadian governments to support a Director and staff. Annually, the IPHC meets to conduct the business of the Commission. At this annual meeting the budgets, research plans, biomass estimates, catch recommendations, as well as regulatory proposals are discussed and approved then forwarded to the respective governments for implementation. The IPHC staff and offices are currently located in Seattle, Washington. The IPHC conducts numerous projects annually to support both major mandates: stock assessment and basic halibut biology. Current projects include standardized stock assessment fishing surveys from northern California to the end of the Aleutian Islands, as well as field sampling in major fishing ports to collect scientific information from the halibut fleet. In conjunction with these ongoing programs, the IPHC conducts numerous biological and scientific experiments to further the understanding and information about Pacific halibut. The Commission encourages public participation in the management of the resource and regularly seeks advice from its advisory bodies and various State, Provincial, and Federal agencies.

  • SEATTLE – The International Pacific Halibut Commission (IPHC) has completed the 101st Session of the IPHC Annual Meeting (AM101) held in Vancouver, BC, Canada (27-31 January 2025), with decisions on total mortality limits, fishing period dates, and other fishery regulation changes. The adopted report of the meeting may be found at the following link: https://lnkd.in/gNeDJ2jW The Commission adopted the TCEY mortality limits for each IPHC Regulatory Area as shown in Table 1. The FCEY values resulting from the adopted TCEY mortality limits, are detailed in Table 2. The adopted mortality limits for each Contracting Party represent a 15.8% decrease from 2024. The IPHC recommended an overall fishing period beginning at 06:00 local time on 20 March 2025 to 23:59 local time and end on 7 December 2025 for all directed commercial Pacific halibut fisheries in Canada and the USA.   • 14 August: the last hook is out of the water! The FV Kema Sue hauled its last set and will be offloading in Homer, AK. With that, the International Pacific Halibut Commission concludes another successful Fishery-Independent Setline Survey (FISS). Over the course of 83 days, and five vessels, our chartered crews and Secretariat team in the field set over 2,225 kilometers (~1,382 miles) of gear and 7,300,800 baited hooks to collect the data to power the Pacific halibut stock assessment. It has been a FISS season of ups and downs, challenges and rewards. Between some of the most beautiful scenery and some of the ugliest weather, our Secretariat team members in the field and vessel crews worked diligently all season long. As we wrap up the 2024 FISS, we wish to extend our gratitude to the staff who traveled far and wide to be part of the FISS, the captains and crew who return year after year bringing their knowledge and experience, and to all the buyers and vendors who assist with FISS operations.   • IPHC-2024-MR013 Commencement of the electronic logbooks trial in Alaska The International Pacific Halibut Commission (IPHC) is starting the electronic logbooks trial in Alaska, following the revision of Section 19 (Logs) of the IPHC Fishery Regulations in January 2024. Participating vessels can now use tablets with Deckhand? software to record fishing activities. This trial aims to streamline data collection and submission.   • IPHC-2024-MR-012 IPHC Merit Scholarship (2024) APPLICATIONS CLOSING 15 June 2024 SEATTLE - APPLICATIONS CLOSING SOON: The International Pacific Halibut Commission (IPHC) funds several Merit Scholarships to support university, technical college, and other post-secondary education. The scholarship fund has been established to assist the further education of Canadian and U.S.A. students connected to the Pacific halibut fishery and its industry. Generally, a single new scholarship valued at US$4,000 per year is awarded every two years. The scholarships are renewable annually for the normal four-year period of undergraduate education, subject to maintenance of satisfactory academic performance. A selection panel of industry and Commission representatives reviews applications and determines recipients based on academic qualifications, career goals, and relationship to the Pacific halibut industry. The scholarship for 2024 will be available for educational entrance or continuation in Fall of 2024.   • IPHC-2024-MR-010 Open call for expressions of interest: IPHC Management Strategy Advisory Board (MSAB) membership The International Pacific Halibut Commission (IPHC) invites Expressions of Interest (EOI) from persons seeking to serve as members of its Management Strategy Advisory Board (MSAB). The MSAB currently meets at least once each year, in May, for 2–4 days. An additional 1–3 day meeting may occur in October, if needed. MSAB members serve without compensation from the Commission, although travel expenses to meetings of the MSAB, and associated per diem, are fully paid for non-government members. The primary role of the MSAB is to advise the Commission on the Management Strategy Evaluation (MSE) process. MSE is a stakeholder-informed, scientifically driven process supporting the development of a revised IPHC harvest strategy policy. EOIs must be received by the IPHC Secretariat via email at [email protected] no later than the close of business on 19 April 2024.
