The International Network of Energy Transition Think Tanks (INETTT) is a group of independent, non-profit think tanks dedicated to achieving the goals of the Paris Agreement and the Sustainable Development Goal on energy (SDG7). Founded in 2020, INETTT leverages the collective knowledge and expertise of member think tanks across the globe, which carry out research and form policy proposals to accelerate energy transition debates into implementation. At national, regional and international levels, INETTT provides a trusted dialogue space to share knowledge and skills, form strategic positions and conduct research and policy advice on the energy transition towards climate neutrality. The INETTT Secretariat is hosted by Agora Energiewende and is based in Berlin, Germany.

    Economist specializing in renewable energy, just energy transition and sustainable development, promoting renewable energy and introducing international standards in challenging markets.

    At #COP29, I had many opportunities to present the results of our Agora Energiewende project on just energy transition in Kazakhstan and Central Asia. During the two weeks in Baku, I did the following four presentations and interventions: ? ?? In the Kazakhstan pavilion. My colleagues and I discussed Kazakhstan's NDC 3.0 and the critical importance of phasing down coal generation in achieving the country's climate goals and ensuring a just energy transition. This step is pivotal, as coal combustion accounts for over 40% of Kazakhstan's total greenhouse gas emissions. ? ?? In the Kyrgyzstan pavilion. My speech emphasized the significance of energy cooperation and interconnection among Central Asian countries. This collaboration is particularly important as Kazakhstan and Uzbekistan are expanding their variable renewables, while Kyrgyzstan and Tajikistan possess flexible hydropower resources (although both countries have been facing power deficit in recent years), and Turkmenistan relies almost entirely on natural gas for electricity generation. Coordinated efforts could harness these complementary energy profiles for a more resilient and sustainable regional energy system. This discussion is not new, but let’s get it finally done! ? ?? In the Regional Climate Foundations pavilion. I outlined which EU decarbonization policies, in my view, could be effectively adapted for use in developing countries. Although the topic could easily take hours to cover, I only had five minutes, so I focused on emissions trading (EU ETS) and coal phase-out planning. For developing countries, it's crucial that emissions come with a financial cost, and that allowances aren't freely distributed for decades. Successful coal phase-out policies hinge primarily on political will and decisive action. ? ?? Finally, at the side event of Agora Energy Transition China, devoted to experiences of transitions from coal in different countries and regions. My key message was on Kazakhstan, and it was twofold. Kazakhstan has already achieved a lot in terms of renewable energy development: in the first half of 2024, solar and wind power plants generated 5.5% of all electricity in the country, while a decade ago these sources accounted for 0% of generation. However, in terms of reducing coal dependence, the country is still at stage zero or even stage minus one: in the coming years, more than 4 GW of new coal power plants will appear in Kazakhstan, and there is still no plan to phase down old capacities.   • Last week, the INETTT Secretariat team met for a retreat, two days of team-building exercises, coaching and strategy development ↗? The team, which has now grown to six people from six different countries ??, discussed: ?? big picture questions, including geographical and thematic development of the network ?? working methods and lessons learned from previous activities ?? plans for the coming year, including events, training programmes for INETTT members and the workstreams currently under development, including on #justtransitions, and industrial and power sector #decarbonisation It ended with meetings with Agora Energiewende’s events and training teams to discuss further collaboration and future activities ↗? We look forward to working further with INETTT members and partners to advance #energytransitions in their countries and around the world ?

  • Last month, the INETTT secretariat and Agora Energiewende’s Energy Data and Modelling team hosted a second data workshop in Istanbul, Türkiye ???, training experts?from countries around the world to use data and modelling for their work on #energytransitions. ?? INETTT members from Brazil (E+ Energy Transition Institute), Colombia (Transforma), the Philippines (Institute for Climate and Sustainable Cities), Indonesia (Institute for Essential Services Reform (IESR)), Poland (Forum Energii) and South Korea (Green Energy Strategy Institute, NEXT group) attended the workshop, which focused on using ???????????? ?????? ?????????? ???????????? ???????????????? (??????????) ?????? ?????? ?????????????????????? ???? #hydrogen ???????????????????? ????????????. After the introductory sessions, the training moved to a two-day hands-on hackathon, in which participants used their newly acquired skills to build a model relevant to their country context. Participants’ projects included: ?? Modelling #greenhydrogen in the context of EU rules ?? A model analysing the decarbonisation of industrial sites with electricity and heat demand being supplied by captive power plants and boilers More workshops are scheduled for next year. We look forward to convening experts from across the globe as they share experiences and skills to drive policy progress using energy #data and modelling.

    ?? OUT TODAY! ?? The latest version of our heat pump toolkit has just launched! Version 2.0 of “A policy toolkit for global mass heat pump deployment" was officially unveiled today at #COP29 in Baku during the “International Collaboration on Clean Heating” event at the UK Pavilion. Thanks to lead author Dr Richard Lowes for making the announcement! This is the second version of the toolkit; we launched the original version in 2022 as the global #heatpump market began to grow. And while growth continues, progress isn’t where it needs to be. Just like the original, the updated report underscores the importance of comprehensive policy packages that include economic reforms, financial support for building owners, and strong regulatory frameworks, all built on coordinated communication. Achieving the necessary levels of heat pump deployment to meet global climate targets depends on this alignment. Without well-coordinated, robust support, the ambitious goals set out in climate agreements may remain out of reach. Version 2.0 also contains new material, including a chapter on equity, and a chapter featuring case studies highlighting heat pump policy support from several countries based on the toolkit structure. Still available this year is our video series that we produced during the first iteration of the toolkit.     Clean Heat | Data Analysis | Energy Policy

    Very excited to share that our Heat Pump Toolkit has been given a makeover, updated with new case studies and was published today! ?? https://lnkd.in/e3mdGEbk Led by Dr Richard Lowes, the toolkit provides detailed advice on designing policies for rapid heat pump uptake. We find that a comprehensive policy approach is the most effective. That means tacking regulation, pricing, economic instruments together and not in isolation. So many heat pumps are needed to reach net-zero. In this case, according to the IEA, we calculated that based on current trends, we are falling around 2500 GW short. We added some new case studies in this version, so you can dive into specific measures taken by countries, and some states and provinces. All countries, not just those we looked at in the Toolkit, have adopted a rather piecemeal approach to heat pump policy. Not comprehensive enough.   • Earlier today, INETTT Project Lead?Lidia Wojtal?delivered a keynote speech at a UN Industrial Development Organization (UNIDO)?#COP29?side event. The event explored the role of industrial decarbonisation in the next round of national?#climate commitments???, particularly how this can be facilitated through international cooperation????and dedicated funding instruments. ? Highlights of the intervention included: ??how the next nationally determined contributions (#NDCs) are an opportunity to include and enhance industrial decarbonisation targets ??the importance of industrial decarbonisaton in meeting the goals of the?#ParisAgreement ??the vital role of emerging markets and developing economies ? the efforts of international and other actors on the ground to improve and implement NDCs ??the role of INETTT member think tanks around the?world ?? in supporting their national industrial and energy transitions ?
