As climate-related hazards intensify, insurance markets in?highly exposed regions are entering into crisis. Florida, in particular, has seen a high degree of market turmoil. Carolyn Kousky, with Insurance for Good advisory board member Galen Treuer and their colleague Katharine Mach, explore three scenarios that demonstrate how near-term policy decisions can lead to, open up, or foreclose different possible futures. Read their policy recommendations highlighting a need to think longer-term and support risk reduction and equity.
Our policy choices today shape the future we will inherit. As risks escalate?from continued emissions, the past is no longer a reliable guide to the future. In the face of this uncertainty and complexity, we see that inaction or attachment to the status quo are often the easier choice, but risks, damages, and inequities are intensifying. Well-crafted narrative scenarios are a useful tool to help think longer-term and carefully weigh how action today will influence future outcomes we care about. Katharine Mach,?Galen Treuer, and I use three scenarios to explore insurance market dynamics in Florida. To stabilize?markets and protect communities, we must center risk reduction; align prices with risk coupled to support for the most vulnerable to secure equitable access to coverage; manage systemic risks across programs, agencies and sectors; cultivate long-term thinking; and institutionalize policy learning by doing. While the problems are clear, implementing new approaches of risk transfer to meet the current and future moment is not easy. That’s why we’re launching Insurance for Good--a? hub for the growing community of practice in the United States working on harnessing insurance for the common good. Founded by Carolyn Kousky, Acting Chief Economist at EDF, and supported by partner organizations like Environmental Defense Fund and SBP, along with cross-disciplinary experts, we believe a new way forward is possible. Insurance for Good supports communities and the public sector in reimagining insurance to meet social and environmental goals. We curate shared resources, deliver capacity-building programs, incubate open-source and innovative risk transfer approaches, and advocate for improved policy and regulation. Our aim is action.
