Illinois Democrats have bold words for Trump. What action can they take? Steven Schwinn, an IGPA affiliate and professor at University of Illinois Chicago School of Law said it boils down to the powers outlined in the U.S. Constitution’s Supremacy Clause, which says that, in general, federal law takes precedence over conflicting state laws. “When the federal government and the state government clash in certain instances, it’s the federal government that will be supreme over the states,” Schwinn said. https://ow.ly/sWV750Vf2mZ
