ISS Senior Researcher Remadji Hoinathy and & Philippe Asanzi on why negotiating with #M23-AFC should be considered. ?? As part of the Luanda peace process, a ceasefire agreement was signed on 30 July 2024 between Rwanda and the DRC. It came into force on August 4. But the DRC government refused to negotiate with the M23-AFC rebel alliance, so these armed groups believe they aren’t covered by the ceasefire and have continued hostilities. ?? The rebel alliance recently took over Ishasha and several other localities, including Peti and Minjenje in Walikale. Their advance into Walikale, where fierce fighting continues, has led to the displacement of thousands more people. ??To prevent an expansion of the conflict with disastrous humanitarian consequences, all parties involved should consider further discussions. The DRC government should prioritise direct negotiations with the M23-AFC, as envisaged by the 2013 Addis Ababa framework agreement.
