?? Emergency Managers: What Happens When There’s ZERO Cell Service? Over the past two years, I’ve spent 40+ days on the ground driving across the Bay Area, conducting Unified Mass Notification Systems (UMNS) assessments—and I've found a very common theme in almost every county. ?? Bay Area Dead Zones Are Real—And My Mom Can Confirm. How do I know nearly every Bay Area county has cellular blackout zones? Because my GPS died, or worse—I dropped multiple calls with my Mom while driving. (Yes, I call my Mom on the road. Why? Because she thinks what I do is cool. Even though she's heard about the "SAFE Network" a thousand times, she always says, "That's AWESOME, Son, tell me more!" - My Dad? He’s interested... just not big on small talk. ??) After weeks of frustration with lost signals, I dug into the data on CoverageMap—and guess what? It’s not just me. Here’s what we found: ?? ?? County A: Up to 24.6% no coverage (T-Mobile), 23.3% no coverage (AT&T). ?? County B: Up to 35.1% no coverage (T-Mobile), 19.7% no coverage (AT&T). ?? County C: 11.2% no coverage (AT&T), 18.1% no coverage (T-Mobile). ?? County D: 15.1% no coverage (Verizon). ?? County D 17.6% no coverage (Verizon). ?? County E: Almost full coverage, but some weak-signal areas exist in dense infrastructure zones. I fully support cellular-based alerting. I love FEMA IPAWS. ?? But - how can we get alerts to those not in STRONG cellular zones? That’s where the SAFE Network comes in: ? NON-Cellular. TRUE Public Safety Network. ? No need for a $100M+ VHF radio system or expensive cell tower expansions. ? At a fraction of the cost, the SAFE Network provides county-wide alerting capability for: ?? Electronic Alerts ?? Indoor Alerts ?? Outdoor Alerts When seconds matter, communication should NEVER fail or, worse, have KNOWN GAPS we are not covering. ?? Over the past month, I've reflected on the ongoing debates surrounding FEMA reviews. It’s clear that emergency management, which is nearly 25 years overdue for reform, needs to evolve. However, the loss of essential programs, such as those addressing #climatechange, #buildingcodes, #DEI and #environmental justice, is deeply concerning. These cuts could have long-lasting effects on communities, and it's hard to find the right words for the grief I feel about this loss, even if temporary. Instead of focusing on the federal government, I urge local governments to #changethewaytheythink and adopt a #resilience strategy within #emergencymanagement. Resilience is the key to effective emergency management, helping individuals and communities recover from disasters. But today, resilience is fragmented and siloed, with little coordination across sectors. Each sector’s actions impact others, yet there’s no unified effort to address this. A #disaster manifests when it disrupts a community’s daily life. Before that it is just a natural, technological, or human-caused hazard. Without a department leading resilience efforts, the community is left to manage risk in an uncoordinated manner. Hence increased vulnerability, prolonged recovery, and ad hoc decisions continue. It’s time for emergency management to take the lead in resilience! By proactively addressing risks, we can turn potential disasters into manageable challenges, minimizing their impact. Building resilience is complex and requires a coordinated effort across government, business, and community sectors. Yet, many emergency management agencies are not equipped or authorized to lead these efforts. Lack of leadership at the local level has left resilience initiatives fragmented and inconsistent, leading to a greater dependancy on FEMA. A central department dedicated to resilience is necessary to ensure that policies, infrastructure, and education are aligned. The human aspect of resilience—social and psychological preparedness—is just as crucial. Emergency management must play a key role in fostering strong social networks and preparing individuals through social programs for hazards. Without a dedicated department, these efforts remain underdeveloped, leaving vulnerable populations unprotected. Resilience isn’t just about reacting to disasters; it’s about building stronger, more adaptive communities that can withstand and recover faster. This leadership is vital to creating communities that are truly resilient in an increasingly uncertain world. Ultimately, resilience requires long-term investment, and emergency management must be at the helm. Without it, communities will continue to face setbacks in all mission areas. Rather than focusing on FEMA, local efforts can begin the process of strengthening communities and ensuring the public's health, welfare, and safety are prioritized.

What is IAEM doing? We are actively advocating for the transition of disaster management to be structured and sustainable and not compromise community safety. Our priorities include: ?? Engaging with policymakers to slow the pace of change and facilitate meaningful conversations about the long-term impact of these shifts. ?? Requesting an IAEM presence on the FEMA Review Council to advise on changes. ?? Advocating for state and local solutions to help bridge gaps in capability as federal funding sources change. In the devastating aftermath of the Lahaina Fire, investigators pored through nearly two terabytes of data, conducted hundreds of interviews, and produced thousands of pages of analysis. A few months later, Maui Emergency Management Agency released its own after-action report, adding another volume to the library of disaster post-mortems. As part of our ongoing series of articles this year on managing complex crisis and governance, here is our next article on the decisions and factors leading up to the Lahina Fire.
