Indiana University Space Governance Lab

The Indiana University (IU) Space Governance Lab explores the major legal, economic, security, and policy challenges of the current space age, notably space commercialization, exploitation of space resources, space warfare, and sustainability under the backdrop of geopolitical shifts, changing business models, and transformative technologies. Established in 2022 by its current director, Dr. Eytan Tepper, the Lab is housed within the Ostrom Workshop established by Nobel Laureate Elinor Ostrom and Professor Vincent Ostrom. Prof. Scott Shackelford, provost professor at the IU Kelley School of Business and the executive director of the Ostrom Workshop, leveraged a grant from the Carnegie Corporation of New York to bring Dr. Tepper, who earned his doctorate from the McGill Institute of Air and Space Law and subsequently pursued a postdoc at NYU School of Law, to IU in order to establish the Lab. Since then, the two have pioneered research and teaching on space cybersecurity, which most recently has taken the form of the IU Kelley School of Business Space Cybersecurity Digital Badge program, which trains the first generation of space - cybersecurity professionals. This offering has been generously funded by Microsoft, NSF, and the U.S. Air Force Office of Scientific Research. With the goal of creating cutting-edge knowledge and educating tomorrow’s space leaders, the Space Governance Lab hosts research projects, courses, a speaker series, and a working group focusing on space governance in the twenty-first century. It also coordinates joint grant applications for numerous funding opportunities.
