Functional Classification Road Map Functional classification provides a framework to categorize state highways, county roads and city streets. Federal law requires Metropolitan Planning Organizations (MPOs) and State Departments of Transportation (SDOTs) to undertake a systematic review and update of the FHWA Functional Classification Map following every decennial census. After consulting with each of the cities and counties within the Tulsa Transportation Management Area (TTMA) and with the Oklahoma Department of Transportation (ODOT), INCOG staff has prepared an updated FHWA Functional Classification Map. INCOG staff will forward the recommended FHWA Functional Classification Map to ODOT for inclusion as part of the Oklahoma Statewide FHWA Functional Classification Map which is currently going through its own update process. Electronic Addressing Request Form Streamlines Assignment Procedure INCOG has been assisting Tulsa County and the cities of Broken Arrow, Collinsville, and Sperry with addressing services for several years. Starting in February an online form will be launched to take in address verifications and requests for the unincorporated parts of Tulsa County, the City of Collinsville, and the Town of Sperry. Customers will click on a link which will take them to the new form to complete and submit. The INCOG GIS and Mapping Services division will then receive the request and reach out to the customer if there are questions, or additional information is needed to fulfill the request. Most address requests can be completed within a day or two, but for more complicated cases the turnaround time could take longer. When assisting design firms with the addressing of plats the turnaround time can be up to a few weeks. When INCOG assigns addresses, an email is generated notifying the applicant along with the Tulsa County Assessor’s office, the US Postal Service, AEP-PSO, and INCOG staff to enter the new address into the various databases including the 9-1-1 databases. Transportation Improvement Program The Transportation Improvement Program (TIP) presents a program of improvements to the surface transportation system within the Tulsa Transportation Management Area to be implemented during a four-year period with federal funds. The projects, which have a combination of federal, state, and local funding sources, cover a wide range of transportation modes including streets and highways, public transportation, bicycle and pedestrian facilities, and airport improvements. Current year Transportation Improvement Program (TIP) Amendments: Projects developed in cooperation and coordination with federal, state, and local agencies that utilize federal funds require to be programmed within the scope of the TIP. This process requires amending the original TIP, as projects become ready for federal authorization for the given federal fiscal year. Nearly $1.8 Million in Grants for Projects to Improve Region's Air Quality INCOG recently awarded grants for projects with Congestion Mitigation and Air Quality funding available through the Oklahoma Department of Transportation and Federal Highway Administration. Eligible projects are designed to lower traffic congestion and lead to cleaner air. For the purposes of this CMAQ-funded grant opportunity, funds were made available for alternative fueling or recharging infrastructure, public fleet conversion or replacement with alternative fuel vehicles, street sweeper replacement with electric street sweepers, and airport handling equipment. A total of six projects from four entities were funded for a total of $1,791,753. The City of Tulsa will use its grant amount of $350,098 to replace 10 gasoline-powered vehicles with electric-power models. Rogers County was awarded $789,848 for electric vehicle fleet conversions including the infrastructure needed to power the vehicles. They will also install public charging infrastructure at the Rogers County Courthouse in Claremore located on Route 66. The Metropolitan Tulsa Transit Authority (MTTA) will use its $409,828 CMAQ grant to replace four gasoline and diesel-powered vehicles with electric vehicles and install charging infrastructure that will be available for public use. The Broken Arrow Public Schools will use $241,979 in funding to build a propane fueling station and a fuel management system for monitoring usage of their buses. In addition, the school system will replace five diesel-powered buses with propane-powered buses. "Broken Arrow Public Schools is excited to partner with INCOG on two grant opportunities to improve the air quality in our community while providing a safer ride for our students," said said Grant Moore, Broken Arrow Public Schools Executive Director of Transportation. "These grants will aid in our transition from older diesel powered buses to new propane powered models with fueling equipment and replacing five diesel buses." Notice of Funding Opportunity: FFY 2026 and FFY 2027 Surface Transportation Block Grant (STBG) Project Prioritization and Selection Process Call for Projects INCOG, as the Metropolitan Planning Organization (MPO) for the Tulsa metropolitan area, is required to establish a selection process for the distribution of Surface Transportation Block Grants Program (STBG) funds. Priority funding will be given to projects that meet federal regulations and help advance the Regional Transportation Plan (RTP). The total anticipated funding sub-allocation to INCOG is approximately $22Million for FFY2026 and FFY 2027. INCOG has a commitment of $6M to GARVEE for the debt service of bonds for the Gilcrease Turnpike. 9-1-1 Call Handling Equipment and Services Request for Proposals The 13 jurisdictions OF THE 9-1-1 Regional Board are seeking to procure new Next Generation 9-1-1 (NG9-1-1) i3-capable call handling equipment and services. The Board anticipates moving into an ESInet/NGCS solution soon due to the Oklahoma 911 Management Authority currently seeking procurement for that solution. New CHE needs to be compatible with INCOG’s current equipment until the ESInet/NGCS solution is in place and be able to move to that solution seamlessly. ENVIRONMENTAL PLANNER INCOG is seeking a qualified person to be an Environmental Planner in the Office of Energy and Environmental Sustainability. ?The position will support the Office of Energy and Environmental Sustainability in all aspects, including the development and implementation of Climate Pollution Reduction Program plans, practices, and policies. Assist INCOG member jurisdictions with maintaining compliance with applicable laws and regulations, securing funding resources, and coordinating with those organizations and others to further the goals of environmental sustainability in the Tulsa region. Leading the Climate Pollution Reduction Grant program and providing the technical knowledge and experience necessary to create the Comprehensive Climate Action Plan is the priority function. Assisting with the design and implementation of air and water quality studies, plans, and programs related to the EPA’s 604(b) Water Quality Education program, and support the Green Country Stormwater Alliance, Tulsa Area Clean Cities, Tulsa Air Quality, and Ozone Alert programs with outreach and education, including assistance with maintaining websites and updating social media accounts may be required as well. The qualified candidate shall be a graduate from an accredited college or university with a bachelor’s degree in climate science or related program with a preference of a graduate degree in climate science and two years combined experience in planning, air quality, water quality, climate change, alternative fuels, renewable energy, resiliency, data analysis, and environmental laws and regulations. Must have computer skills and be competent in Microsoft Office software programs, Excel, PowerPoint, and preference in experience with modeling software. Knowledge of chemistry, biology, and ecology is strongly desired. Must have strong communication skills (written and oral) and be able to discuss technical information with scientific and non-scientific communities. Must have experience with preparing and sharing technical presentations.
