INCOG (Indian Nations Council of Governments) is a voluntary association of local and tribal governments in the Tulsa metropolitan area in northeast Oklahoma. Established in 1967, INCOG is one of 11 Councils of Governments in the State of Oklahoma, and one of several hundred regional planning organizations across the country. INCOG provides planning and coordination services to assist in creating solutions to local and regional challenges in such areas as comprehensive planning, transportation, community and economic development, environmental quality and energy programs, public safety, and services for older adults. INCOG serves Creek, Osage, Rogers, Tulsa, and Wagoner counties, more than 50 cities and towns located in those counties, and the Cherokee, Muscogee, and Osage Nations.

  • Tulsa Area Clean Cities Program Paid Internship Opportunity - Spring 2025 The?Indian Nations Council of Governments (INCOG)?has one 15-20 hour/week paid internship available for Spring 2025. INCOG is a voluntary association of local and tribal governments in the Tulsa metropolitan area. INCOG is one of 11 Councils of Governments in the State of Oklahoma, and one of several hundred regional planning organizations across the country.?INCOG provides planning and coordination services to assist in creating solutions to local and regional challenges in such areas as land use, transportation, community and economic development, environmental sustainability, public safety, and services for older adults. INCOG serves Creek, Osage, Rogers, Tulsa, and Wagoner counties, more than 50 cities and towns located in those counties, and the Cherokee, Muscogee, and Osage Nations. Within its Energy and Environmental Sustainability division, INCOG houses Tulsa Area Clean Cities (TACC). Tulsa Area Clean Cities is one of over 75 coalitions in the national Clean Cities and Communities (CC&C) partnership, supported by the U.S. Department of Energy. Clean Cities and Communities coalitions serve to reduce emissions in the transportation sector by advancing the use of low-carbon fuels in fleets and expanding access to sustainable mobility modes. At the local level, TACC serves as a resource point for alternative fuel projects, providing comprehensive assistance to public and private fleets in evaluating alternative fuel options, including assessing operational feasibility and estimating financial and environmental benefits.   • INCOG Area Agency on Aging Long Term Care Ombudsman Program Getting the Best Care for Your Loved One? Nursing home residents have the right to quality, person-centered care. It is important to know how to advocate for yourself if your rights are being violated or your needs not met. If things go wrong, there are actions you can take to try and change the situation within your facility and to advocate for change on a broader level outside of your facility. ? Discuss the problem with nursing home staff and the administration. ? Raise your concerns at your next care plan meeting or request a special care plan meeting. ? Use the facility grievance process. ? Raise your concerns with the resident or family council. ? File a complaint with the Oklahoma Department of Health by phone at 800.747.8419 or email [email protected] ? Contact the Long-Term Care Ombudsman Program.   • INCOG Area Agency on Aging Long-Term Care (LTC) Ombudsman Program The ombudsman program serves residents in Oklahoma who are living in nursing homes, assisted living, and residential care homes. An ombudsman helps improve the quality of life and the quality of care available to the residents. The long-term care ombudsman is a person who receives complaints from residents of long-term care facilities, their friends, relatives or agencies. The LTC Ombudsman attempts to resolve those complaints within the facility. The ombudsman has the authority to explore problems and recommend corrective action. Frequently Asked Questions Q: Do I need to have special education or knowledge to serve as an Ombudsman? A:?Qualifications for serving as an Ombudsman Volunteer include reliability, sensitivity, tact, resourcefulness, assertiveness and a sense of humor. Training will help you develop skills in problem- solving and communication and increase your knowledge of long-term care facilities and the laws and regulations under which they operate. Q: How much time do I need to be able to devote to be an Ombudsman volunteer? What will I be doing as a volunteer? A:?While the exact amount of time varies, you will need to undergo two initial training sessions, each lasting approximately six hours, followed by monthly in-service training. There is no charge for the training, and attending training does not obligate you to serve in the volunteer Ombudsman Program. Ombudsman volunteers make a commitment to visit their assigned facilities weekly to listen to the concerns of residents and their families. You can be a resource for information or work to resolve problems for residents. A short monthly report of activities is required. Q: Who is eligible for services offered by the INCOG Area Agency on Aging Long-Term Care Ombudsman Program? A:?Services are available to Creek, Osage and Tulsa County residents of long-term care facilities. People who are in the process of selecting a facility can receive a packet of information that includes a directory of all facilities in the area, important observations to make, and a checklist for comparing facilities. Ombudsman Supervisors can provide information about deficiencies cited at the most recent inspections of specific facilities. Services are free of charge. Become a Volunteer!   • COMMUNITY DEVELOPMENT PLANNER INCOG, the principal regional planning organization for the Tulsa metropolitan area, is seeking applications for a Community Development Planner.?Duties include developing proposals and applications for federal and state grant programs and providing program implementation and grant administration services to INCOG member governments. Technical knowledge of federal grant programs including HOME and CDBG is desired.?Applicants should demonstrate knowledge of federal, state, and local regulations on grant funded programs; non-federal resources available for community and economic development programs; the principles and practices of governmental budgeting and finance; labor laws and standards; and basic knowledge of municipal and county government functions.   • Tulsa Metropolitan Area Climate Pollution Reduction Grant Primary Climate Action Plan The EPA’s Climate Pollution Reduction Grant (CPRG) initiative allocates $5 billion in grants to support states, local governments, tribes, and territories in crafting and executing robust strategies to curtail greenhouse gas emissions and mitigate adverse air pollution. Authorized under Section 60114 of the Inflation Reduction Act, this dual-phase initiative allots $250 million for noncompetitive planning grants and around $4.6 billion for competitive implementation grants.   • Notice of Public Hearing and Notice of Availability of Annual Performance Report for the Tulsa County Home Consortium and CDBG Urban County Programs The Tulsa County HOME Consortium, CDBG Urban County, and the CDBG CV programs are required to prepare a Consolidated Annual Performance and Evaluation Report (CAPER) for submission to HUD at the completion of the grant program year. The CAPER describes how HOME, CDBG, and CV funds that were received during the program year ending June 30, 2024 were spent in the community. In the Program Year, the HOME Consortium expended $681,814.58 in HOME funds and $15,013.56 in HOME-ARP funds; the Urban County expended $1,898,181.16 in CDBG funds; and CDBG CV funds in the amount of $12,967.53 were expended from the Department of Housing and Urban Development (HUD). Beginning September 12, 2024 copies of a draft CAPER will be available for a 15-day public review period. The 2023 CAPER is available online at https://lnkd.in/gmerdCXK. The public is invited to review the document and make comments on the County’s grant performance. The Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) by September 27, 2024.
