The IMCS Network is an informal, voluntary organisation that promotes and facilitates communication, cooperation, coordination, and capacity development across the fisheries MCS, compliance and enforcement community. The IMCS Network supports members from national fisheries agencies and regional fisheries organisations. The Network also includes observers from IGOs, NGOs and academic institutions that support the objectives of the Network. The Vision of the IMCS Network is to create a globally connected and capable fisheries MCS, compliance and enforcement community. A community that works collectively to achieve and maintain optimal levels of compliance that effectively support marine conservation and fisheries management objectives.

The IMCS Network welcomed the opportunity to support the Pacific Islands Forum Fisheries Agency (FFA) Regional MCS Data Analysis Training (RMCS DAT). The RMCS DAT successfully concluded its second phase on Friday in Brisbane, Australia, equipping participants with advanced data analysis skills to identify and address IUU fishing and related activities. The Network's Youky Susaia Jr. and Allison Delvendiep were on-site to support FFA in this important work.
FFA Members complete Phase Two of MCS Data Analysis Training The FFA Regional MCS Data Analysis Training (RMCS DAT) successfully concluded its second phase on Friday in Brisbane, Australia, equipping participants with advanced data analysis skills to combat illegal, unreported, and unregulated (IUU) fishing. The training brought together representatives from 9 FFA Members: Cook Islands, Federated States of Micronesia, Kiribati, Marshall Islands, Nauru, Palau, Papua New Guinea, Solomon Islands, and Vanuatu—alongside key partners to enhance intelligence-driven MCS efforts. Key Focus Areas: ? Advanced vessel risk analysis and intelligence reporting ? Practical application of Maritime Domain Awareness (MDA) tools for risk assessment and intelligence-led operations, including Starboard, Skylight, Trackwell VMS, TUFMAN 2 and HE360 ? Strengthening national-level MCS data systems to improve enforcement and compliance reporting ??? “This training directly supports our Regional MCS Strategy and strengthens the ability of FFA Members to make informed enforcement decisions,” FFA Director of Fisheries Operations Allan Rahari emphasised during the opening of the training earlier in the week. Key Outcomes: ?? Improved integration of data analysis for real-time fisheries surveillance ?? Expanded collaboration with partners, including IMCSN, JAC (GFW, Skylight, C4ADs), UK Marine Management Organisation, and SPC FAME ?? Hands-on intelligence mapping and compliance assessment exercises This session builds on the first phase in November 2024 in Suva, Fiji, reinforcing the strategic priorities of the Regional MCS Strategy (RMCSS) 2024-2029. A great update from several of our Joint Analytical Cell (JAC) partners - C4ADS, Global Fishing Watch and Skylight!
A quick update for our Triton users: As of today, you can link out from our vessel ID cards directly to the same vessels in Global Fishing Watch and Skylight, making it easier than ever to move quickly between ownership information, tracked movement, and satellite imagery. As a member of the Joint Analytical Cell, we believe that coordination around transparent maritime data is key to countering IUU fishing around the world. ??FFA Regional MCS Data Analysis training journey begins This week we are pleased to deliver Phase 1 of the FFA Regional Monitoring Control and Surveillance Strategy (RMCSS) Data Analysis Training at the University of the South Pacific in Suva, Fiji. The training programme is part of a regional initiative to support capability development at the national and regional level to support effective MCS activities and enforcement response. Participants from 9?? FFA Members (Australia, Cook Islands, Fiji, New Zealand, Samoa, Tokelau, Tonga, Tuvalu and Vanuatu) and recognised technology and MCS partners have come together to develop their skills and strategies in the fight against illegal, unreported, and unregulated (IUU) fishing. ?? FFA Director of Fisheries Operations Allan Rahari remarked at the opening of the training on Monday: “The FFA RMCSS Data Analysis Training initiative aims to support capability development at the national level to support effective MCS activities and enforcement response. “This first phase is a start of an ongoing program the FFA Secretariat has prioritised under the RMCSS 2024-29. Reflecting on the theme, using technology as an enabler to have accurate information on all catch, effort, and vessel fishing activity, as well as access to relevant tools from our partners and skills necessary to implement effective, intelligence-driven MCS.” ?? The training focuses on: ? Using the FFA MCS Data Analysis Guideline to direct MCS responses and support enforcement actions. ? Leveraging cutting-edge Maritime Domain Awareness (MDA) tools for risk assessment and intelligence-led operations. ? Strengthening collaboration through practical exercises and knowledge-sharing sessions between the Secretariat, Members and Partners. ?? Themed “Technology as an enabler to compile data analysis for compliance assessment and identification of IUU fishing activities and Maritime Domain Awareness,” the training empowers FFA Members to maximise the use of data for effective fisheries management. ?? Over a year ago we held the?Global Fisheries Enforcement Training Workshop, or GFETW, in Halifax, Nova Scotia. We are excited to have started planning for the next GFETW to be held in 2026 in the Asia Pacific Region! The GFETW is an important forum to connect those that work at the forefront of fisheries MCS, compliance and enforcement and those that support this work at the national, regional and global level.
