Financing the Creation and Preservation of Affordable Housing in Illinois

The Illinois Housing Development Authority (IHDA) finances the creation and preservation of affordable housing in Illinois. IHDA was created by the state legislature in 1967 as a self-supporting agency to finance affordable housing across Illinois. IHDA does not use taxpayer dollars to sustain its operations, although it does administer publicly funded programs on behalf of the state. Since its creation, IHDA has provided more than $15 billion to finance a quarter million affordable homes. IHDA accomplishes its mission through a number of funding sources including the Illinois Affordable Housing Trust Fund, Illinois Affordable Housing Tax Credits, the allocation of federal Low-Income Housing Tax Credits and HOME Investment Partnership funds. IHDA is also a bonding authority and independently sells bonds, based on our strong credit rating of A1/AA-/AA- from Moody’s Investors Service, Standard & Poor’s and Fitch Ratings respectively. We partner with lenders, developers, local government, nonprofits, community groups and others to deliver low-cost financing programs. We provide financial assistance to low- and moderate-income homebuyers and homeowners, offer resources to developers who build or preserve affordable and mixed-income rental housing and provide oversight for hundreds of affordable rental communities across the state.

???In 2024, the Illinois Housing Development Authority originated $970 million in first mortgages and provided $37.9 million in down payment assistance, helping a total of 5,116 individuals and families. Last week, Illinois Housing Development Authority Executive Director Kristin Faust met with the Rogers Park Builders Group to discuss affordable housing financing, the housing needs in Chicago and throughout the state, and the various programs IHDA administers to accomplish our mission. Executive Director Faust discussed how IHDA uses federal, state, and local resources to create additional affordable housing opportunities in and around Rogers Park. IHDA has 13 developments containing more than 1,000 apartments within the Rogers Park neighborhood. There is a good chance that many people have walked by an IHDA development at some point and not even realized it! Thanks again to the Rogers Park Builders Group and the NEIGHBORHOOD BUILDING OWNERS ALLIANCE for allowing IHDA the opportunity to educate their members on who we are and what we do.

Yesterday, Illinois Housing Development Authority Executive Director Kristin Faust joined the celebration of the grand opening of the Edith Spurlock Sampson and Sheffield Residences development in Lincoln Park. Originally built in 1965, IHDA helped finance the complete rehabilitation and modernization of the two existing 11-story residential towers and the construction of a new, six-story affordable housing development. Now completed, this development will provide 485 units of affordable housing for seniors and families close to restaurants, the CTA, and other conveniences. Thanks to our partners PIRHL and the Chicago Housing Authority for helping ensure this property will continue to offer below-market rents for another generation. Congratulations!
