?? As Armenia’s new budget cycle approaches, #MOLSA is leading the charge for a more inclusive and transparent budget process! On November 8-9 in Dilijan, MOLSA, with support from #USAIDArmenia’s Public Finance Management (PFM) Activity, hosted its ???????? ???????????????????????? ?????????????? on the budget process—bringing together over 30 #CSO representatives. This two-day workshop, co-facilitated by MOLSA Secretary General Samvel Muradyan and our partner Economic Development and Research Center, gave CSOs a hands-on opportunity to review the 2025 draft social protection budget, practice budget analysis techniques, and engage in open dialogue with MOLSA leadership. This session is part of MOLSA’s ongoing commitment to preparing for the new budget cycle with meaningful, structured engagement between government and civil society. We're excited to announce that IBI has signed a Memorandum of Understanding (MOU) with the Tanzanian Prime Minister's Office to enhance the country's Monitoring, Evaluation, and Learning (MEL) systems. This partnership supports USAID's localization efforts, empowering the Tanzanian government to take ownership of MEL processes and build sustainable, locally-driven development outcomes. The MOU will serve as a framework for collaborative capacity-building initiatives, strengthening the government's ability to oversee and evaluate development activities across sectors. By fostering this collaborative relationship between USAID and local institutions, we're working to ensure development initiatives are more responsive to the needs of Tanzanian communities. MOLSA Leads Budget Conversations with Civil Society On October 25th, Armenia’s Ministry of Labor and Social Affairs (MOLSA) took another?step towards open dialogue and inclusive policy-making. Supported by USAID/Armenia’s PFM Activity, MOLSA hosted its 9th Stakeholder Meeting—a series designed to deepen collaboration and transparency around budget-related processes. This meeting brought together local CSOs providing social services, with MOLSA Deputy Minister Tatevik Stepanyan leading the discussion. The purpose? To provide a platform for CSOs to share feedback and help MOLSA fine-tune the public grants process ahead of the next budget cycle. Key topics included: 1?? Certification Requirements?for CSOs to qualify as social service providers 2?? ARMEPS State Procurement Platform?– Practical guidance on applying for grants and tips to avoid common application pitfalls 3?? Simplified Financial Reporting?– An update on the electronic tool co-developed with PFM Activity to make reporting easier and more transparent ?? Bridging the Gap: Civil Society and Armenian Parliament Join Forces on the 2025 State Budget Last week, USAID/Armenia's PFM Activity and UNDP's "Modern Parliament for a Modern Armenia (MAP) 2.0 project, alongside the Standing Committee on Financial, Credit, and Budgetary Affairs and the Standing Committee on Labor and Social Affairs, hosted an inspiring Parliament-Civil Society Dialogue. This was a dynamic opportunity for local civil society organizations (CSOs)?to share their perspectives and contribute to shaping the 2025 State Budget, with a focus on social protection. Why is this so important? When civil society is actively involved in budget discussions, we pave the way for more inclusive and transparent policy decisions. Together, we explored: 1?? Principles of participatory budgeting?to ensure budgets reflect real needs.? 2?? Best practices?from around the globe for meaningful CSO engagement in budget discussions and oversight.? 3?? Strategies for impactful communication and advocacy?with Members of Parliament.? 4?? Hands-on techniques?for budget analysis to support informed, constructive proposals.? 5?? New platforms to strengthen partnerships?between CSOs and Standing Committees. The dialogue closed with CSO representatives presenting their insights on the social protection draft budget—highlighting actionable recommendations and constructive feedback for stronger policy outcomes. Their voices and expertise are set to make a meaningful impact in shaping the ongoing parliamentary budget discussions.
