Bringing Armenia's Parliament and Civil Society Together for a Stronger Budget Process On December 20th, 2024, USAID/Armenia’s Public Finance Management Activity took another step toward enhancing communication between Armenia’s Parliament and civil society. In collaboration with the National Assembly's Standing Committees on Financial, Credit, and Budgetary Affairs, as well as Science, Education, Culture, Diaspora, Youth, and Sports, we hosted a public dialogue focused on the education sector’s 2025 priorities, projected allocations, and expected outcomes. The workshop empowered Civil Society Organizations in the education sector, equipping them with the tools and insights to play an active role in the budget process—from policy development to budget oversight. This collaboration marks a significant effort to ensure more transparent, responsive governance. Looking forward to more meaningful engagements as we prepare for the 2026 budget cycle! ???? Non-Tariff Barriers (NTBs) have long been recognized as a significant obstacle to trade and economic growth. These barriers—ranging from cumbersome administrative procedures to technical restrictions—often undermine the efficiency of businesses, limit market access, and stifle innovation. Today, in partnership with the Ministry of Trade and Industry and the Private Sector Federation (PSF), we hosted an insightful dialogue focused on eliminating Non-Tariff Barriers (NTBs). Policymakers, private sector players, and partners convened to strategize on effective approaches to removing #NTBs and enhancing trade facilitation. Key speakers emphasized the importance of collaborative efforts in achieving these goals. Hon. Minister Prudence SEBAHIZI: “Non-Tariff Barriers (NTBs) will always exist, but it is essential for us to address them collectively. The private sector plays a critical role in identifying and reporting NTBs to the government. Non-tariff barriers hinder the very essence of trade by creating inefficiencies, increasing costs, and limiting the competitiveness of Rwandan businesses in both regional and international markets. Beyond these economic challenges, they also deprive communities and families of opportunities to benefit from the growth that robust trade can bring. Mrs. Jessica Torrens-Spence the USAID Rwanda Economic Growth office Director. “USAID remains steadfast in its commitment to supporting Rwanda’s economic growth and trade. Our focus includes improving operational efficiency, reducing bottlenecks, and creating a conducive environment for businesses to flourish. Through the Feed the Future Rwanda Boneza Ubucuruzi Activity, we are working in close collaboration with key partners, including the Ministry of Trade and Industry, the Rwanda Revenue Authority (RRA), and the Rwanda Inspectorate, Competition, and Consumer Protection Authority (RICA), among others, to tackle these challenges. Together, we aim to streamline processes, enhance capacity, and address critical gaps affecting cross-border trade”. The Acting Chairperson Private Sector Federation (PSF) : Jeanne Francoise Mubiligi “PSF is currently conducting a fact-finding road survey from Rusumo to Dar es Salaam to assess all NTB’s impeding trade along the Central Corridor, this mission is expected to address key challenges such as Numerous weighbridges, Operational inefficiencies, Illegal fees charged our importers and practices that are not aligned with regional trade agreements. All these efforts aim at unlocking these persisting NTB’s at a regional level” Feed the Future Rwanda Boneza Ubucuruzi Activity Chief of party Jackie Zizane. “Several discussions have taken place about Non-Tariff Barriers on how they impact Trade in Rwanda and the Region at large. Indeed, some have been eliminated BUT as mentioned earlier, other keep emerging. Let us all embrace the spirit of open discussion, engage actively to come up with actionable strategies towards finding everlasting solutions that can collectively eliminate Non-Tariff Barriers faced by our traders. #TradeFacilitation

Over the summer, our USAID/Guatemala Safe Cities Project team completed an enriching violence prevention study tour in Southern California, culminating in the 2024 Community Violence Intervention Conference. The delegation engaged with key stakeholders including Bakersfield Mayor Karen Goh, local law enforcement, and leading community organizations to study integrated approaches to violence prevention. Through this valuable exchange, our team has gained new insights and strategies to enhance our work in Guatemala, demonstrating how targeted, collaborative, and research-driven approaches can create lasting impact across different contexts. Together, we aim to reduce crime and violence by promoting transparency, citizen participation, and evidence-based decision-making.
