The Hampton Roads Bridge-Tunnel Expansion is the largest highway construction project in Virginia’s history. This transformative undertaking, scheduled for completion in November 2025, will widen the current four-lane segments along nearly ten miles of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor. The expansion will increase capacity, ease major congestion, and enhance travel time reliability. Including the construction contract and owner’s costs, the project’s total budget is over $3.8 billion, making it one of the largest infrastructure projects in the country. Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent of the project, which is being financed with regional sales and gas tax collections. Additional funding includes $200 million from the Commonwealth’s SMART SCALE transportation prioritization program (where it ranked first in the following categories: congestion, access to jobs, multimodal access, intermodal access, and travel time reliability), and $108 million from VDOT. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. VDOT is the owner of the HRBT Expansion Project. Hampton Roads Connector Partners (HRCP) is the design-build team delivering the HRBT Expansion Project. HRCP is a construction joint venture consisting of Dragados USA, Vinci Construction, Flatiron Constructors, and Dodin Campenon Bernard. The team also includes HDR and Mott MacDonald as lead designers.

HRBT's new bridges and tunnels are more than the concrete and steel that shape them. Before motorists can drive on each new structure, the project's utilities, communication, and integrated traffic systems must be in place. Resident Engineer Evelyn Genuino oversees the installation of these systems for the entire corridor. From relocating existing utilities onto the new trestles to ensuring proper lighting inside the tunnel, Genuino must coordinate the work with every area of the project. Meet Matt Liffick, Virginia Beach native and one of four resident engineers overseeing construction for the HRBT Expansion. As lead consultant for the project's roadway, bridge, and landside work, Liffick and his team were vital in the opening of the relocated I-64 E off-ramp to Bayville Street in February. His work on this mega-project doesn't stop there. Between Norfolk and Hampton, he is responsible for managing the widening and rehabilitation work for 21 bridges, increasing capacity for interstate and local travel throughout the corridor. Some Norfolk high school students got a front row seat to transportation history this week. More than two dozen 9-12 graders at Norfolk Collegiate signed up for a seminar on the HRBT Expansion Project. For 90-minutes, Project Director Ryan Banas captured their attention by explaining the history of the current tunnels, using props to show how the new bored tunnels are taking shape and assuring the new drivers and soon-to-be drivers they’ll be enjoying the benefits of the HRBT Expansion work.
