The Hampton Roads Bridge-Tunnel Expansion is the largest highway construction project in Virginia’s history. This transformative undertaking, scheduled for completion in November 2025, will widen the current four-lane segments along nearly ten miles of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor. The expansion will increase capacity, ease major congestion, and enhance travel time reliability. Including the construction contract and owner’s costs, the project’s total budget is over $3.8 billion, making it one of the largest infrastructure projects in the country. Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent of the project, which is being financed with regional sales and gas tax collections. Additional funding includes $200 million from the Commonwealth’s SMART SCALE transportation prioritization program (where it ranked first in the following categories: congestion, access to jobs, multimodal access, intermodal access, and travel time reliability), and $108 million from VDOT. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. VDOT is the owner of the HRBT Expansion Project. Hampton Roads Connector Partners (HRCP) is the design-build team delivering the HRBT Expansion Project. HRCP is a construction joint venture consisting of Dragados USA, Vinci Construction, Flatiron Constructors, and Dodin Campenon Bernard. The team also includes HDR and Mott MacDonald as lead designers.

Mary is digging in! We were there when Mary The TBM started boring a twin tunnel at the #HRBTExpansion Project on Oct. 17, 2024. She has already placed the first 20 concrete rings of the next tunnel. Approx. 1,174 rings to go! Now it's time to get her 4th gantry attached to the TBM to keep her forward momentum going! While Mary digs in, crews are working on the tunnel approach structures, forming walls that will divide traffic exiting the tubes and creating roadway inside the recently bored tunnel. Outside the HRBT, more crews are building new trestles, demolishing the old and widening or rebuilding up to 25 bridges. A continuous parade of concrete trucks arrived one after the other for 12 hours at the #HRBTExpansion Project's South Island on Saturday to provide the 1,360 cubic yards of concrete needed to form the roadway slab at the portal for the newly mined tunnel. Two separate crews worked steadily on the pour as quality control inspectors looked on to ensure proper placement. We've come a long way! On this day (Nov. 1) in 1957 the original HRBT opened. Today, both the westbound and eastbound (1976) tunnels carry 100,000 vehicles a day during peak travel. The first immersed tube forged new opportunities and opened commerce between the Peninsula and Southside.
