Congratulations, Joe Neri! This pilot program launch is a direct result of your leadership on the CDFI-FHLB Working Group, a collaborative of 40 CDFI members in the FHLBank System. It will help amplify and incentivize lending in support of #affordablehousing for low-income individuals and families.
This is leadership! One of the major obstacles to the FHLB System actively providing liquidity to its members to support the Low Income Housing Tax Credit program (arguably the nation’s most important affordable rental housing program) with permanent, long-term debt is the FHLBanks’ required haircut on LIHTC Loan collateral. It's an obstacle detailed in the Federal Housing Finance Agency’s FHLB at 100 Report and one that the CDFI-FHLB Working Group specifically called upon the FHFA and FHLBank Presidents to work in allyship to resolve. It’s going to take some time. Meanwhile, Federal Home Loan Bank of Chicago has listened to its CDFI members and stepped up to alleviate the challenge for all of its members by creating this pilot program to cap the haircut at 17%. This is HUGE for us and has immediately increased IFF's ability to make more LIHTC perm loans. I hope it also brings in other Chicago Bank members into supporting the program. We need tangible solutions to relieve our nation’s housing crisis! She went on to become a Program Manager leading Team AEW (Boston) in Spring 2024 and Catalyst Housing Group in Summer 2024.
