The mission of the Housing Assistance Council is to improve housing conditions for the rural poor, with an emphasis on the poorest of the poor in the most rural places. A nonprofit corporation headquartered in Washington, D.C., the Housing Assistance Council (HAC) has been helping local organizations build affordable homes in rural America since 1971. HAC emphasizes local solutions, empowerment of the poor, reduced dependence, and self-help strategies. HAC assists in the development of both single- and multi-family homes and promotes homeownership for working low-income rural families through a self-help, "sweat equity" construction method. The Housing Assistance Council offers services to public, nonprofit, and private organizations throughout the rural United States. HAC also maintains a special focus on high-need groups and regions: Indian country, the Mississippi Delta, farmworkers, the Southwest border colonias, and Appalachia.

On November 19, 2024, HAC was honored to accompany Reggie Harris, U.S. Department of Housing and Urban Development Deputy Assistant Secretary for Economic Development, and his amazing team on a site visit to Walker-Montgomery CDC, in New Waverly, TX, led by Executive Director Donna Glass. The visit highlighted the progress of three new single-family homes, funded through various programs, including HOME, USDA 502 Direct Loan, and YouthBuild. Project Highlights: Homes: 3 single-family units, each with 3 bedrooms, 2 baths, 2-car garages, ,200-1,500 sq. ft. of living space, with hardwood/laminate flooring and tile. Appraised Value: $280,000 Funding Sources: HOME (Construction Materials and Buyer Assistance) USDA 502 Direct Loan Program (Mortgage) YouthBuild (Construction Labor)

Elisha Ministries is a small non-profit in northern Louisiana. In 2022, HAC approved a $569,000 loan for the construction of a new multi-family rental property, Gloryland Apartments. The project was hard fought – the city required connection to the main sewer that required a lot of extra cost for site work. There were other more typical cost increases during construction, all which the borrower preserved through despite having few staff and primarily being an addiction service provider. Now, the project is leased up with income qualified, low-income tenants. #LoanFundFriday

Recently, the Wisconsin Indigenous Economic Development Corporation transitioned their name to Wisconsin Indigenous Housing and Economic Development Corporation. This change represents a strengthened focus on addressing Native housing needs alongside economic development goals for Indigenous communities. Fern Orie, Interim CEO, and the @wihedc team are aiming to make remarkable strides in uniting efforts across the Native housing landscape, aiming to break down the silos that have long limited progress. They’re fostering collaboration among a diverse group of stakeholders—including financial institutions, state agencies, and Native advocacy organizations—to develop sustainable, lasting housing solutions. WIHEDC’s mission extends beyond housing alone; they are working toward offering construction and contracting services that empower Native communities to build their own homes, driving workforce development and strengthening economic growth in the process. Their efforts are a testament to the impact of collaboration and vision.
