The Historic Tax Credit Coalition (HTCC) is a national nonprofit organization comprised of a variety of stakeholders that recognize the importance of the federal Historic Tax Credit, including architects, developers, preservation consultants, syndicators, investors, lawyers and accountants. In addition to ensuring the future of the federal Historic Tax Credit, coalition members advocate for important improvements that would make the credit a more efficient and effective means of financing the rehabilitation of historic and older buildings. Founded in 2009, the Coalition now numbers over 50 organizations and has made major strides in solving challenges to the industry. In an effort to build on the credit’s success, the HTCC has engaged in high-level policy discussions with lawmakers and administration officials on a number of important issues, including tax reform, Revenue Procedure 2014-12, IRS audit procedures, and improvements in the National Park Service (NPS) approval process. The HTCC uses a broad and ongoing strategy to educate key decision makers about the value of the Historic Tax Credit. Most recently, the HTCC lead the effort to preserve the HTC in the tax reform legislation, which President Trump signed into law in late December of 2017. The HTCC was the go-to industry group on Capitol Hill, in the Administration, and among HTC professionals during the tax reform debate and continues to play that role.

Thank you Forrest Milder, Albert Rex, Cindy Hamilton, Michael T. Phillips, and Marshall Phillips for coming to DC and meeting with our partners at the National Park Services (who also have some of the coolest murals in the government in their building). Also, a big thanks to Technical Preservation Services and the Cultural Resources, Partnerships, and Science Directorate and all of our colleagues who work there for another productive meeting.

I had an amazing time with the Minnesota team during Preservation Advocacy Week on Capitol Hill. Matthew Piscitelli, Amy Spong, Rachel J. Peterson, Mike Koop and I had the privilege of visiting the offices of the entire MN delegation: all 8 districts and 2 senators. We advocated for crucial programs like the Historic Preservation Fund and historic tax credits, which are key to preserving our cultural heritage. And a special highlight (for me!) - meeting Senator Tina Smith at her “Coffee with Tina” event! Grateful for the opportunity to connect and advocate for historic preservation on behalf of Minnesota. Joining Ryan three years ago has provided me and my fellow HTC group members many great opportunities. As the new chair of the Historic Tax Credit Coalition, one of the more exciting ones came last week as we met with Ways and Means Chairman Jason Smith in our Dallas office. Chairman Smith has been a great supporter of the HTC at the federal level and in his home state of Missouri. Appreciate being able to talk tax and budget with one of the players in the superbowl of tax.

As we settle in to 2025, the Historic Tax Credit Coalition Board elected new leadership this week. Albert Rex is our new Chair, Marshall Phillips is our new Vice Chair, Michelle Ruberto Fonseca is our new Secretary and Bill Gawrych will continue as Treasurer.? ? The Coalition and Board extend a huge thanks to Forrest Milder for his two years of service to the Coalition as Chair, for his being a Board Member since the Coalition’s inception, and for his willingness to stay on in a new Past Chair role. We need his expertise now as much as ever. ? With tax changes on the horizon, we will be working this year to #RehabtheHTC, improve the program at the administrative level, work more closely with the states, and get more projects into the pipeline. ?
