APA 2024 Daniel Burnham Award for a Comprehensive Plan Newark360: Shaping our City Together HGA is pleased to announce that the Newark350 Master Plan and Zoning Ordinance updates have been recognized with the Daniel Burnham Award from the American Planning Association. HGA has been a long-time consultant to the City of Newark and was thrilled to be able to share its experience and familiarity with the City’s zoning ordinance and land use patterns working on the Land Use Element and Newark Zoning and Land Use Regulations (NZLUR) updates as part of the consultant team. The Master Plan represents the culmination of extensive outreach throughout Newark that focused on centering voices that are not always present in the planning process. The Plan and subsequent zoning ordinance implementation are providing a path for a sustainable, resilient, prosperous, and equitable future for the City of Newark. The Borough of Sayreville’s Planning Board successfully adopted 3 Master Plan Elements at their 10/2 hearing last week: a Land Use Element, a Circulation Element, and a Community Facilities Element. These elements were the next steps after a successful Master Plan Reexamination Report that was completed in 2023. The Elements are intended to work in tandem, with key considerations focusing on the Borough’s history of critical flooding. The recommendations reflect zoning changes, resilience design standards, and sustainability tools that can help mitigate future risks from flooding. Additional considerations include facility upgrades, potential for greenways, facade improvements, and strengthened pedestrian connections. Congrats to Sayreville for this substantial milestone in updating the Master Plan Elements! Congratulations to the City of Hoboken, The Housing Authority of the City of Hoboken, and our entire project team - WRT, Arup, and Execu-Tech - for winning a 2024 Smart Growth Award from New Jersey Future for the Housing Authority of the City of Hoboken Redevelopment Plan! The planning efforts for this project built on prior work with the Housing Authority that HGA undertook with several partners beginning in 2021. The Redevelopment Plan, which was adopted by the City in December 2023, will provide for the replacement of over 1,300 units with safer and healthier affordable housing opportunities for residents. The Plan additionally enhances flood resilience, establishes dedicated walking and bicycling connections to the broader City network, and expands the City’s street grid further into the Redevelopment Area to better integrate the buildings with the fabric of Hoboken. HGA had the pleasure of attending the groundbreaking for two affordable housing developments in Millstone Township, Monmouth County. Allen House II is a 10-unit age-restricted development and Novad Court will provide housing for 3 formally unhoused families. Both developments are municipally sponsored by the Township and will be developed by the Affordable Housing Alliance in conjunction with a number of partners, including the DCA, Amboy Bank, Monmouth County, and the Federal Home Loan Bank. These two affordable housing developments represent significant collaboration and hard work between all parties with the common goal of providing affordable housing opportunities to NJ residents. Congrats to all involved on this exciting step forward!

John Barree presented as part of the JLD Development team last night at the Asbury Park Council meeting regarding a proposal to adaptively reuse the former Holy Spirit Church on 2nd Avenue. The proposed redevelopment would adaptively reuse the former church building as a mixed-use arts and culture venue with a theater, multiple performance stages, artist work and gallery space, a cafe, office space, and flexible seating areas. Accompanying the adaptive reuse project would be the development of an inclusionary multi-family building with two levels of parking, 90 residential units, and tenant amenity spaces. ??News Alert - Yesterday Governor Murphy signed legislation overhauling New Jersey’s liquor license laws, representing a significant modernization of our State’s old laws. The amendments will relax various restrictions that have been placed on breweries and distilleries in NJ, as well as increase the number of active liquor licenses while allowing for existing license holder to maintain their value. Included in the revisions are: - Requiring inactive / pocket licenses to be used or forfeited (there are currently over 1,300 inactive licenses) -A new class of retail consumption license is being created for shopping malls that meet size thresholds -Breweries, cideries, meaderies, and distilleries will now be allowed to offer snacks, collaborate with outside vendors, host unlimited on-site events, and host off-site special events -A new farm brewery license has also been established allowing the production and retail sale of malt beverages where a substantial portion of the raw material is grown on-site Questions about how this will affect your town’s zoning and land use? HGA is thrilled to have been a part of the Moorestown Mall Redevelopment Plan and implementation process. HGA prepared the Plan in collaboration with the Township and property owner and the first two phases of implementation are underway and nearing completion. This project represents the exciting repositioning of a “stranded asset” through a collaborative public-private partnership. A great model for repurposing office and commercial buildings that are past their prime.
