Ricardo Hausmann says that schools like Harvard Kennedy School need to embrace industrial policy design as a distinct academic discipline: “I think that policy design is an area that is undertaught, even at the Kennedy School,” he says. While a lot of weight is put on gathering evidence for policy design, more study needs to be devoted to the policy tailoring process itself, he says, because every policy initiative has to fit into a local economic and social ecosystem, and every ecosystem is different. “Design has many degrees of freedom and there’s a lot of possible creativity,” Hausmann says. “And as I like to say, there’s no such thing as a perfect suit. We are excited to share the results of our research project in #Hermosillo (Sonora, Mexico) conducted in collaboration with Hermosillo ?Cómo Vamos? Our research focused on diagnosing the city’s economic challenges, identifying growth opportunities, and designing an economic development strategy. ?? Hermosillo has relatively high living standards but has lagged in economic growth and productive diversification during the last decade. While its economy is diverse, its manufacturing sector is not. Although the city has attracted flagship companies in some key industries, it has not diversified its manufacturing sector as other cities have. ?? We analyzed the most relevant economic opportunities that could drive Hermosillo's growth moving forward: participation in green value chains, the development of energy-intensive industries seeking certified clean power, nearshoring, and export in services—areas where Hermosillo has a competitive edge due to its location, talent, and solar potential. ??? We also identified Hermosillo’s potential binding constraints to unlock economic opportunities: sustainable water management and improved urban planning, particularly in housing and public transportation policies. ?? We worked with local stakeholders to develop a concrete roadmap, policy recommendations, and action plans, engaging policymakers and experts to shape Hermosillo’s future in key areas: public-private dialogues, investment attraction, innovation ecosystems, and harnessing solar potential through green industrial parks. The project was led by Ricardo Hausmann and included Andrés Fortunato, Douglas Barrios Anderson, Tim O'Brien, Taimur Shah, Jesús Daboin Pacheco, Guillermo Arcay, Lucas Lamby, Sebastian Bustos, Ernesto Stein, and bob pell. ??
