Engineers study a lot to spec this kind of thing, so get yourself a lot of information and use the scientific method to get your data and make the decision.

When optimizing your fan speed keep in mind the purpose of the curve. Will this be a curve focused on highest performance or just for standard office activities/web browsing? You will want a more aggressive (steeper slopes) fan curve to keep the CPU at lower temperatures longer in order to avoid thermal throttling if you're aiming for the best performance, but that comes with a lot more noise. If you are just browsing the web you can get away with the CPU running hotter to keep the noise down. Noise levels are also very subjective, and different sized fans will have different tones that may be more or less intrusive.

It depends on what for: - For servers, always maximum speed, since noise is not an issue and you can't always rely on data centers to keep the air temperature within reasonable limits, especially in summer. - For desktops, I use massive heat sinks and very low fan speeds. I even have an Intel i7 running with a passive heatsink! I even use this machine for video editing and CPU intensive tasks. But the heatsink is really huge. A bigger heatsink means lower fan speeds and less noise. This is especially important for laptops with CPUs that are too powerful. Many require a constant full-throttle fan speed to keep running. You may end up underclocking the CPU to get some peace. In such case, it means you paid too much for it.

Motherboards for as long as I remember will adjust the speed relative to the temperature of the CPU. If you have to worry about the speed of your fans something bigger is at play. Monitor temperatures, not fan speeds, and don't cheap out on your cooling equipment!!

First step is to choose the proper CPU cooler for your usercase. How will you use your system? For office and light tasks? Gaming? Ovrclocking? What CPU are you using? Is it an entry level one? Or one that generates a lot of heat? What do you find most important, cooling power? Low noise? What are the physical obstacles? How much space do you have for a cooler? Does the case have enough airflow to push out the hot air? How big can the heatsink be? What size can the fans be? Another critical point. What budget are you working with? There is no "one size fits all" but when taking above into consideration and reading proper tests, a solution should be available that wouldn't require too much manual tinkering with the fanspeeds.
