The Hands Off Mother Earth! (HOME) Alliance is the driving force in the fight against the growing threat of large-scale technological manipulation of the climate and biodiversity: geoengineering. We are an international civil society network of close to 200 organizations from over 45 different countries, from the Global South and the Global North. ? HOME was first launched as a global campaign in April 2010 at The World People’s Conference on Climate Change and the Rights of Mother Earth in Cochabamba, Bolivia by a coalition of international civil society groups, Indigenous Peoples organizations and social movements. In October 2018, 180 civil society organizations and popular movements denounced geoengineering and demanded an immediate stop to all open-air experiments by signing the HOME Manifesto.

Today, as the European Scientific Advisory Board on Climate Change (ESABCC) launches its report on scaling up Carbon Dioxide Removals (CDR), civil society organizations and climate justice groups are sounding the alarm. ?? The hard truth? Carbon markets and geoengineering technofixes like Direct Air Capture (DAC), Carbon Capture Use and Storage (CCUS), and Bioenergy with Carbon Capture and Storage (BECCS) are not the silver bullet they’re often portrayed to be. Instead, these approaches: ? Distract from real solutions like phasing out fossil fuels and ecosystem restoration ? Facilitate human rights abuses, land grabs, and harm Indigenous communities ? Give polluters a free pass to continue business as usual ?? These technologies are risky and unproven. We can’t let speculative and dangerous technofixes hijack the climate agenda. Ahead of IPCC 62nd session, civil society including Hands Off Mother Earth! (HOME) Alliance is calling to center equity and real solutions, and end reliance on highly speculative technologies. ?? Large-scale engineered CDR and CCUS, whether land or ocean-based, risk grave harm to ecosystems and people, and have not been proven effective, especially at climate-relevant scale. Despite this, climate models that assume the feasibility and availability of technological fixes over-emphasize the role of CDR and CCUS and diminish ambition to reduce emissions and eliminate fossil fuels. ??Despite growing political pressure, in particular in the context of the near-future prospect of breaching 1.5°C, IPCC's AR7 must continue not to treat solar radiation modification (SRM), or solar geoengineering, as a legitimate response to the climate crisis. As AR6 has found, SRM would “introduce a widespread range of new risks to people and ecosystems, which are not well understood”. ??The global moratorium on geoengineering under UN Biodiversity was reaffirmed at COP16 in Colombia last year, due to the profound, unpredictable, and potentially irreversible impacts on biodiversity, while the UN Human Rights Council’s Advisory Committee has warned of the adverse impact on the fundamental rights of potentially billions of people. The Intergovernmental Panel on Climate Change (IPCC) has entered into its Seventh Assessment Cycle (AR7), which formally began in July 2023. The IPCC and government delegates will meet in Hangzhou, China, from 24 to 28 February to take a number of foundational decisions that will shape the scope and outcomes of AR7. Delegates will discuss the outlines of all three Working Group Reports as well as the Methodology Report on Carbon Dioxide Removal Technologies and Carbon Capture Utilization and Storage. 100+ civil society organizations, Indigenous Peoples, climate justice movements and frontline communities call on the IPCC and the scientific and modelling community to centre equity in how it approaches modelling and scenarios, prioritise the phasing out of fossil fuels at source, and end reliance on CDR including CC(U)S, and other highly speculative technologies and mechanisms. US-Israeli start-up?Stardust Solutions?cited and endorsed on its website a report describing its plans to develop and commercialize a highly controversial solar geoengineering technology. This would be a likely violation of the?de facto?moratorium on geoengineering at the UN Biodiversity. “By developing and planning to commercialize solar geoengineering technology, Stardust is accelerating a reckless race and potentially violating agreements of the Convention on Biological Diversity.?Solar geoengineering is inherently unpredictable and risks breaking further an already broken climate system. Our atmosphere is not a commodity to be exploited for profit — it is a shared resource, and this reckless experimentation threatens the delicate balance of life on Earth," commented CIEL's Mary Church. “Deployment scenarios for the kind of technology that Stardust is developing involve deliberately polluting the atmosphere?over hundreds of years, putting an unacceptable burden on future generations, and likely being controlled by a handful of major powers and corporations. Solar geoengineering cannot be properly tested without large-scale implementation, making it an irresponsible gamble with our planet’s future and putting the human rights of billions of people at risk, while giving the fossil fuel industry a free pass,” she added. The Arctic Ice Project is closing down its operations and?ongoing geoengineering experiments, citing environmental risks. The project aimed to spread tiny silica particles over Arctic ice to reflect sunlight and slow melting. This comes as more than 190 countries have reaffirmed a moratorium on geoengineering experiments at COP16. However, new experiments continue to take place. According to German non-profit Geoengineering Monitor, at least 27 ocean fertilization projects and 17 solar radiation management tests have been conducted in the last five years, despite global restrictions. With geoengineering gaining traction in climate policy discussions, its risks and governance remain contentious. While some argue for strict international regulations, others push for further research.

Civil society groups, including Indigenous Peoples and climate justice organizations are deeply concerned over the European Commission Chief Scientific Advisors' recommendations on Solar Radiation Modification (SRM) that were released today. ?The recommendations include negotiating a global governance regime for solar geoengineering, and while the European Union is advised to take a position of ‘Non-Deployment’ into these negotiations, that position would potentially be up for review every five years. ?? The recommendations also include authorising some outdoor solar geoengineering experiments, a clear red line for the Hands Off Mother Earth! (HOME) Alliance, as well as funding some of these. ? Geoengineering is not the solution! It distracts from addressing the root causes of climate change, threatening biodiversity, ecosystems, and communities worldwide. ?? At COP16 last month, the Convention on Biological Diversity reaffirmed its precautionary approach with a de facto global moratorium on geoengineering. ?? In this and last year, African countries supported by other Global South countries Fiji, Vanuatu, and Colombia led calls for a Solar Geoengineering Non-Use Agreement, highlighting the growing resistance to these risky technologies. ??The EU Parliament has already passed a resolution calling for a Non-Use mechanism. ??
