Company History:
Founded in 1991 by Hal Hays, our journey began with just 1 bulldozer, 1 excavator, and 1 truck, focusing on forestry services, wildland firefighting, and ecosystem rehabilitation. Over time, our services expanded to include federal, military, and government projects.
In 2002, we were accepted into the SBA’s 8(a) program, becoming one of the most successful 8(a) contractors in the Southwest United States.
Notable accolades include Hal receiving the Spirit of the Entrepreneur Award in 2006. By 2007, we were an award-winning design-build firm, working with the Department of Defense, US Homeland Security, US Veterans Affairs, and more.
Safety remains a top priority, as reflected in our multiple Naval Facility Engineering Command STAR Safety Awards.
Under the leadership of our CEO, Kirby Hays, we continue to grow and deliver projects in various industries.

Client Spotlight: Hal Hays Construction, Inc. got it’s start with two pieces of heavy equipment and provided service to three customers. Fast forward 33 years to today - Hal Hays Construction (HHCI) now owns 290 pieces of equipment, has over 240 team members, and does business in 9 states throughout the Southwest and Midwest.
President, CEO, and third generation of HHCI leadership, Kirby Hays, is staying busy in their new Tucson location. With laying gas pipelines and installing underground utilities for Southwest Gas Corporation as a major focus for HHCI, 16 four-man crews complete 3-4 jobs per week. Their primary tool of choice is the Cat 301.7 Mini Excavator and the 416 Backhoe Loader.
“It’s really the tool of choice for what we’re doing here in Tucson. The 301.7 has been a godsend for us as far as being able to work in tight spaces, while still having the power to dig through some of the harder surfaces we encounter.”
