New report! Even after generators have an interconnection agreement, they face major uncertainty about transmission upgrade construction timelines. An Independent Construction Monitor could support more timely and cost-effective work. From the report: "The Federal Energy Regulatory Commission should direct construction monitors to evaluate and assess the causes of extended transmission construction timelines and any cost increases presented by a transmission owner. It should also direct the construction monitors to evaluate the effectiveness of solutions to these issues that could be more rapidly adopted across the industry through either future regulatory action or adoption of best practices." The goals of the ICM would be: "to improve construction schedules and reduce the cost of transmission upgrades and generation that is supported by those upgrades. Reducing construction timelines will benefit ratepayers by bringing new generation online more quickly, increasing reliability, and reducing pressure to incur high costs to keep units in service that are currently scheduled for retirement." Yesterday, the U.S. Department of Energy (DOE)’s grid deployment office released its much-anticipated?national transmission planning study. The study arrived in tandem with the news of?the office’s investment?of $1.5 billion in four transmission projects via a new revolving fund facilitated by the 2021 infrastructure law. According to Rob Gramlich, president of Grid Strategies LLC, there has long been an opportunity for the federal government to take a larger role in transmission, and the joint news marks “a decisive change”?in that direction. In the United States, demand for power is growing faster than supply, and especially clean supply, can keep up. As a result, a growing chorus of grid experts and stakeholders, including both?the White House?and?the U.S. Department of Energy (DOE)?earlier this year, have encouraged the deployment of grid-enhancing technologies, or GETs, a type of advanced transmission technology, to make the most of the existing grid.
