As Black History Month comes to a close, the celebration continues beyond this month. This year, we are highlighting four impactful Black Americans who are positively influencing the lives of individuals with disabilities. Medicaid funding supports individuals with I/DD in achieving independence, improving their quality of life, and reducing reliance on institutional care. Temporary federal investments into Medicaid HCBS authorized through the American Rescue Plan Act were utilized by every state and the District of Columbia to invest in strengthening their workforce. Data from ANCOR’s research demonstrates that, during this time period, fewer providers indicated they were closing programs or services. In 2022, 63% of survey respondents reported closing programs or services but that figure dropped to 44% in 2023 and 39% in 2024. Learn more at ancor.org/medicaid. #SaveMedicaid

When federal Medicaid funding is reduced, states must find new funding to balance the shortfall in state budgets. If new funding cannot be found, community-based services for people with I/DD are often reduced, leading to longer waitlists for HCBS and higher rates of unnecessary institutionalization. To keep the promise of community living for people with I/DD a reality, we must invest in—not divest from—the Medicaid program.
