GQUAL: A Campaign for Gender Parity in International Representation. Lack of gender parity affects virtually all international tribunals and international bodies that play key roles in developing international law and human rights. Candidates for all these positions are mostly nominated by States and always voted on by their representatives.Yet, no formal selection guidelines exist to ensure parity or diversity across many of these mechanisms. How can we achieve gender equality if the main human rights organisms we expect to protect women’s rights cannot successfully guarantee equal participation within them? Now is the time to ask: how can human rights organisms advocate and decide outcomes for victims of serious human rights violations if those who sit at the decision-making table don’t represent a significant percentage of the population? By promoting better balance for better justice, GQUAL seeks to shatter the glass ceiling faced by women in international representation.

We had a wonderful time participating in the rich and insightful discussions at "The Tipping Point: Why Women’s Leadership in International Decision-Making Spaces Can’t Wait." It was a privilege to join such a dynamic panel and contribute to a conversation that emphasized the urgent need for systemic change. ?? While we’ve seen progress in women’s leadership in spaces like parliaments and COP delegations, better data is urgently needed to track representation across sectors like media, business, and local governance. ?? As our Executive Director, Alison Holder, noted, data plays a crucial role in strengthening advocacy efforts, mobilizing action, and fueling accountability. Our coalition members—from Kenya to Indonesia to Guatemala—are proof that data-driven advocacy drives real changes in policies, laws, and budgets, whether at the local, national, regional, or global level. This event underscored that with the right data and resources, we can build the frameworks and reforms needed to ensure women’s equal and inclusive participation in international decision-making. Today, I had the honor of representing Hace La Fuerza at the incredibly relevant event organized by GQUAL Campaign – “Why Women’s Leadership in International Decision-Making Spaces Can’t Wait.” In the context of #CSW69 and #Beijing+30, this event brought us together to reflect on our progress—not only to learn from what we’ve accomplished, but also to turn those reflections into actionable strategies for tackling the challenges still ahead in advancing women’s leadership. Some of the key takeaways from today’s discussions: ?? Data collection and analysis are critical for driving more effective advocacy campaigns, developing a shared language for stakeholder engagement, making our narratives adaptable, and crafting strategies that address systemic issues. ?? Intentional, State-level commitment is essential to making gender parity a lasting reality. States must not only commit to explicitly supporting gender parity at the international level through specific actions, but also concrete steps domestically, including institutional reforms, policy-making, and financial commitments. ?? Forward-thinking strategies must address both the needs and contextual challenges of advancing gender parity. To achieve effective outcomes, these strategies must be flexible, adapting in response to changing circumstances. ?? Introducing The GQUAL Toolkit! Women remain underrepresented in international human rights leadership, largely due to opaque and complex selection processes. In addition, gender parity is rarely a requirement in these processes. These barriers prevent many women, especially those from the Global South and underrepresented groups, from accessing key positions. https://lnkd.in/ezAPNWKm Enter the GQUAL Toolkit— a practical, user-friendly resource designed to demystify selection processes, highlight barriers, and provide actionable insights for advocacy & reform. The tool is designed to help: ? Clarify the rules, steps, and key actors in international human rights selection processes ? Highlight barriers and opportunities for reform ? Make gender equality standards easier to access and use for advocacy ?
