In honor of this year's #ClimateWeekNYC,?we, alongside the California Strategic Growth Council, the California Natural Resources Agency , the California Energy Commission, and numerous expert and community partners, would like to formally introduce our work on California’s Fifth #ClimateChange Assessment (Fifth Assessment). ?? ? Worse and more frequent #extremeweather events and trends are impacting the state every year, making up-to-date information on #climate change essential for driving sound policy and investment decisions. ?? ?The Fifth Assessment strengthens our understanding of climate change vulnerabilities in California through original research (#ClimateScience), new data products, and a series of regional and statewide reports to support on-the-ground implementation at the local, regional, tribal, and state levels, focusing on the needs of communities most vulnerable to #climateimpacts. The Governor's Office of Planning and Research (OPR), created by statute in 1970, is part of the Office of the Governor. OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency. (Government Code §65040). In addition, the Government and Public Resources Codes set forth multiple functions for OPR, including: Formulation of long-range land use goals and policies Conflict resolution among state agencies Coordination of federal grants for environmental goals Coordination of statewide environmental monitoring Coordination of research on growth and development Management of state planning grants, and encouragement of local and regional planning Creation and adoption of General Plan Guidelines Drafting of CEQA Guidelines (for adoption by the Secretary of Natural Resources) Creation of a State Environmental Goals and Policy Report, every four years Operation of the State Clearinghouse for distribution and review of CEQA documents Operation of the Integrated Climate Adaptation and Resiliency Program Coordination of environmental justice activities Coordination with US military for land use and other issues in the state

The newly formed Youth Empowerment Commission (YEC) held its inaugural meeting in the City of Oakland yesterday, marking the official launch of a bold initiative to engage youth in the development of policy and legislative solutions to some of the most pressing issues facing young people in California today, including homelessness, education, and mental health. “This is an exciting step forward in empowering our youth to be active participants in shaping their future,” said Thomisha Wallace, executive director of the Youth Empowerment Commission. “By bringing youth to the table, we are ensuring that the solutions we develop are grounded in their lived experiences. ?? California’s Fifth Climate Change Assessment Update – Core Climate Research, Tribally Led Research, and Energy Research ?? ??Core Climate Research? In Summer 2023, the California Institute for Energy and Environment (CIEE) at UC Berkeley, in partnership with California Natural Resources Agency , invited scientists to submit new research proposals related to #climatechange. This research aims to fill important gaps in our understanding of climate change impacts in California and how we can best adapt to them.? ? ?? Tribally Led Research? On Sept. 1, 2023, California Energy Commission (CEC) announced $3.625 million in funding for a new grant program to fund tribes, tribal organizations, and tribal-serving non-government organizations to lead climate change research and projects. The Tribal Research Grant Program aims to support these tribal projects over two rounds of funding.? ? ?? Energy Research? The CEC is also funding research to support California’s energy transition, climate change response, and adaptation planning through the Electric Program Investment Charge (EPIC) Program and Gas Research and Development Program. This research aims to ensure a reliable, resilient, and cost-effective move to 100% clean energy.? ?
