Software that lets people create and review access requests will be obsolete in a few years. The best teams don’t tolerate latency or waiting for approvals. A vendor once told me, proudly, that their company enables multi-level approval hierarchies in Jira. This is exactly the wrong approach. We should make teams efficient and autonomous, not bog them down. Software should request access on behalf of the user or agent at the time of access. Another system should approve it based on risk, time of day, and other context.
