This week, GIFCT Senior Director Erin Saltman, PhD participated in the Raisina Dialogue in Delhi, joining leading policymakers and experts and sharing insights from our work at Global Internet Forum to Counter Terrorism (GIFCT) during the panel Virtual Rubicon: Governing Digital Frontiers. Highlighting GIFCT’s work with the tech sector, governments, civil society, and practitioners, Dr. Saltman stressed the importance of cross platform and multi-stakeholder collaboration in addressing rising online threats and the weaponization of digital platforms. Each year, the conference produces a journal capturing global perspectives on critical security challenges. Last week, our Executive Director Naureen Chowdhury Fink joined senior government representatives, UN officials, and civil society organizations at a conference hosted by the Government of Malta and the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) to develop a framework of guidelines for national and regional counterterrorism strategies. "No single state or sector can alone address terrorism, and this is also true in the digital space; no single platform or solution is sufficient to address the threats or optimize the opportunities. This is why GIFCT adopts a ‘one to many’ approach that facilitates cross-platform engagement and cross-signal sharing," she said. We are pleased that the resultant Valletta Principles highlight, for the first time, the critical role of the private sector, especially technology companies. ?? GIFCT's Executive Director Naureen Chowdhury Fink is featured in the accompanying Raisina Files 2025 journal, The Reckoning: Regression or Renaissance? Her essay, “The Instrumentalization of Gendered Narratives in the Search for Legitimacy of Terror Groups,” explores terrorists’ utilization and instrumentalization of women’s voices and gendered narratives to derive legitimacy. She examines the case of ISIS and its recruitment and mobilization narratives, and considers comparable approaches by other violent extremist groups. The essay offers recommendations for policymakers and practitioners seeking to better understand and address terrorist efforts to drum up support and recruits in diverse contexts, both offline and online. GIFCT is also delighted to join in the Raisina Dialogue, hosted by the Observer Research Foundation this week, alongside leaders from politics, business, and civil society to tackle the pressing global issues of geopolitics and security in South Asia. I was honored to join senior government representatives, UN officials, leading experts and practitioners at a conference hosted by the Government of Malta and the UN Counter-Terrorism Executive Directorate (#CTED). The resultant "Valetta Principles" offer guidance for states and regional organizations in developing national and regional counterterrorism strategies, and I am delighted that the new principles highlight the role of the private sector and tech. It was a real privilege to to learn from so many about the threats, trends and initiatives for multistakeholder engagement in their regions and contexts, and share perspectives from our work at Global Internet Forum to Counter Terrorism (GIFCT). Just as no single state or sector can alone address terrorism, this is also true in the digital space; no single platform or solution is sufficient to address the threats or optimize the opportunities, which is why cross-platform collaboration and cross-signal sharing remain key to addressing terrorist and violent extremist content online.
