The annual KFF/Georgetown University Center for Children and Families survey on Medicaid and CHIP Eligibility, Enrollment, and Renewal Policies has arrived! This year's report highlights state experiences during the unwinding and which flexibilities allowed under section 1902(e)(14) waivers during the unwinding states want to keep. Co-authors Tricia Brooks and Allexa Gardner highlight the fact that 13 states expanded income eligibility or immigrant coverage for children and pregnancy coverage in the past year and two states – North Carolina and South Dakota – implemented Medicaid expansion for adults. Nine of the 30 states charging premiums or enrollment fees for children when the research team last collected the data in 2020 have eliminated premiums permanently. Texas saw 1 million kids lose coverage followed by Florida, Georgia, and California. We are excited to release a new resource from Tricia Brooks, Natalie Lawson, MHSA and Hannah Green that takes a look at outreach strategies and enrollment assistance provided online by state Medicaid/CHIP agencies. This snapshot takes a close look at state websites for all 50 states (and DC) and finds that while there often is a plethora of information available, some of it is quite difficult to access. Outreach and enrollment efforts will continue to be critical to reconnecting individuals to care as states resume normal operations upon the conclusion of the Medicaid unwinding. Our new report, released today and authored by Joan Alker, Aubrianna Osorio, Tricia Brooks and Edwin Park, shows a steep decline in child Medicaid/CHIP enrollment by the end of 2023. The report shows that state performance varied widely, with some states covering fewer children in Medicaid/CHIP than before the pandemic. Other states made positive policy choices that kept children connected with the health coverage they need to support their healthy development.
