We are pleased to welcome new Institute Associate Marisa B. to the GCC Adaptation Team! Marisa comes to GCC from NOAA’s Knauss Fellowship with FEMA’s Hazard Mitigation Assistance Division and the Coastal States Organization. They hold a PhD in Earth and Planetary Science from Harvard University, and have conducted research on how sea level affects global human migration patterns. GCC Adaptation Director Joshua Saks shared, “We are excited to see how Marisa's wealth of knowledge and unique perspectives elevate GCC's work helping states, local governments, and federal agencies protect people and resources from the impacts of climate change." As the human and financial toll of the climate crisis continues to climb, a growing number of jurisdictions are establishing a crucial new role – the Chief Resilience Officer (CRO) – to lead pre-disaster planning and risk reduction efforts for climate-fueled hazards, develop resilience strategies, and ensure that state investments and policies mitigate climate-related risks. Today, the Georgetown Climate Center released a new report, State Chief Resilience Officers: Establishment, Authority & Governance, which explores the details and functionality of the CRO position across 12 states and provides recommendations for states considering implementing a CRO. "Ideally, a CRO should be established in a senior leadership position that has sufficient staff and resources, with the authority to work across agencies and levels of government," says GCC Adaptation Director and report author Joshua Saks. The Thomas R. Carper Water Resources Development Act of 2024, passed Wednesday night and on its way to President Biden for signature, like every Biennial Water Resources Development Act, is something those focused on climate adaptation must pay attention to.”?
