On Feb. 12, the country’s Ministry of Mining implemented a ban on the export of any minerals. Within a day, it had rescinded the announcement, instead saying it would begin a 21-day process of “reviewing the valuation framework for gemstones,” during which time it would not process any export licenses or permits for gemstones.
