Today the Washington State Auditor called Washington state's performance in?achieving low income Indigenous home?ownership, "disappointing." In the Auditor's report, titled "Housing Finance Commission: Tenant purchase options under the Low Income Housing Tax Credit (LIHTC) program," she explained that the nearly 600 LIHTC eventual tenant ownership (ETO) units in Washington are among 18 projects developed since 2005. Seventeen of those projects are on Tribal lands, essentially rendering Washington's ETO program an Indigenous home ownership program. The Auditor confirmed not a single?ETO unit in the state of Washington has yet been conveyed to an Indigenous home buyer, with 135 units past due for conveyance by 2023.? The Auditor found the Washington State Housing Finance Commission (WSHFC)'s monitoring?activities "ineffective?for ensuring project owners' progress towards renant purchases." The Auditor also found that WSHFC was "unaware" of any such progress until 2022--at least twelve years after WSHFC was obliged to start monitoring ETO activities. "Had the Inslee administration done its job, my Nooksack clients would not be facing police evictions this Thanksgiving," said the families lawyer Gabriel S. Galanda.?"They'd have received deeds to their homes and they'd be living safely and soundly. The very least the state of Washington can now do is help stop the evictions. The Governor can and should do something." "In Gabriel S. Galanda’s view, two of the judges who ruled against the family in the eviction cases had conflicts of interest. One judge, Charles Hostnik, issued rulings for some of the households, Galanda said, and then later presided over an appellate court case for other households. Another judge, Rajeev Majumdar, presided over two different appeals, each for a different cohort of the households, according to court documents reviewed by Cascadia Daily News. 'That wouldn’t happen in any other court system,' Galanda said. 'You’d be predisposed in the second opinion, or second case, based on your ruling in the first one.'" https://lnkd.in/gihQY8gy
