The Fund for Guaranteed Income (F4GI) addresses the root causes of inequality by delivering guaranteed income (GI) – direct, recurring cash transfers – and resources to low-income communities. As a 501(c)(3) non-profit organization, our mission is to build a viable path to more inclusive social policies at the national level. In record-breaking time, F4GI launched the Compton Pledge, the largest GI program in US history. Now, we are expanding our best-in-class implementation approach to serve a new, cross-cutting coalition in the fight for racial and economic justice. F4GI is a strategic partner to progressive, grassroots organizations, linking the GI movement to the movement to build alternatives to mass incarceration. In partnership with grassroots organizations, movement leaders, and governments, we build technology and programs that are community-rooted and scalable. F4GI supports the technical and social infrastructure of a more equitable social contract by advancing the evidence base around accessible welfare and economic systems, developing the tools which can deliver them, and organizing political coalitions that will demand them.

A new study evaluates a cash transfer program operated by the Fund for Guaranteed Income, which uses PolicyEngine to assess benefit eligibility of participants. The study found that providing 24 monthly payments of $500 per household did not affect employment of full-time workers, but did reduce it among part-time workers by 13 percentage points. As a result, the transfers reduced monthly non-transfer income by an average of $333. Economists often emphasize that "income effects are welfare-enhancing"; that is, if people work less because they have more money, conventional economic theory would say they are better off. However, the extent to which people reduce their labor supply in response to transfers will affect the net cost of those transfers. For example, if parents work 2% less due to a Child Tax Credit expansion instead of 1% less, the US will collect less income tax revenue from them, making the expansion more costly. PolicyEngine captures these labor supply responses through a parameter called the "income elasticity" - how much labor supply falls per 1% increase in net income. The Congressional Budget Office estimates that this parameter is 0.05; that is, people work 0.05% less when their income (after taxes and transfers) rises 1%. PolicyEngine users can enter any elasticity they wish. This new Compton study's abstract did not report the income elasticity, and I couldn't find an ungated copy, but we will monitor these studies and others to help PolicyEngine users apply the most accurate behavioral responses in their simulations.
